July 16, 2024 (Regular Meeting) Page <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Tuesday, July 16, 2024. <br />Public access to the meeting could also be obtained through the following <br />means: <br />live broadcast at 6:30 p.m. on Channel 22 <br />https://www.youtube.com/cabarruscounty <br />https://www.cabarruscounty.us/cabcotv <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Lynn W. Shue <br />Commissioners: Christopher A. Measmer <br />Timothy A. Furr <br />Kenneth M. Wortman <br />Also, present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Kelly Sifford, Assistant County Manager; Aalece Pugh, Assistant County <br />Manager and Lauren Linker, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />A moment of silence was observed. <br />(A) APPROVAL OF THE AGENDA <br />Updates: <br />New Business <br />F-1 Finance - Approval of Resolution for Installment Financing Contract for <br />2024B Draw Program - Public Hearing at 6:30 p.m. <br />F-3 Facilities Design & Construction - Presentation of Guaranteed Maximum Price <br />(GMP) for Behavioral Health Building <br />F-4 Facilities Design & Construction - Recommended Approval of Preferred <br />Alternates and Sole Source Purchases for the Cabarrus County Behavioral <br />Healthcare Facility <br />F-5 Finance - FY 2025 CIP Budget <br />Additions: <br />Water and Sewer District of Cabarrus County <br />I-1 WSACC - Update regarding Rocky River Expansion Project <br />Closed Session <br />J-1 Closed Session - Acquisition of Real Property <br />Commissioner Measmer made a MOTION to approve the agenda as amended and <br />to move items E-12, E-13, and E-14 from the Consent Agenda to New Business. The <br />motion was seconded by Vice Chairman Shue. The Motion unanimously carried. <br />(B) RECOGNITIONS AND PRESENTATIONS <br />(B-1) Emergency Medical Services - HeartSafe Workplace Award <br />Jon Bradley, Risk and Safety Director, reported Cabarrus County became <br />the first award recipient of the RACE CARS clinical trial or "RAndomized Cluster <br />Evaluation of Cardiac ARrest Systems" award. Mr. Bradley introduced Tyler Cope, <br />RACE CARS Research Associate, Duke University, who has collaborated with the <br />Cabarrus County Firefighter's Association. He also introduced Chief Gandy, who <br />also works in the association; Ashleigh Ennis, Secretary, and Matthew Ford, <br />Treasurer, who both are Cabarrus County employees. <br />Mr. Cope provided an overview of the HeartSafe Workplace initiative. <br />Ms. Ennis provided an overview of the Cabarrus County Firefighters <br />Association and how to apply. She then presented the award to Mr. Bradley on <br />behalf of Cabarrus County, specifically Emergency Medical Services, <br />Infrastructure and Asset Management, and Risk Management departments. <br />(B-2) BOC - Cabarrus County Career and Leadership Institute <br />Page 11 <br />
