July 16, 2024 (Regular Meeting) Page <br />The Cabarrus County Board of Commissioners recognized the Cabarrus County <br />Career and Leadership Institute Class of 2024. <br />The students in attendance introduced themselves and received a County <br />lapel pin. <br />(C) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:43 <br />p.m. He reviewed the public participation policy and stated each speaker would <br />be limited to three minutes. <br />Rich Wise, a resident of 3403 Brickwood Circle, Midland and a Midland <br />Town Councilman, commented regarding the Local Government Commission. <br />Jerry Anderson, a resident at 133 Kennedy Avenue, Kannapolis, commented <br />on a Department of Human Services matter. <br />Jeeter Anderson, a resident at 133 Kennedy Avenue, Kannapolis, spoke <br />regarding a Department of Human Services matter. <br />Laura Blackwell -Lindsey, a resident of 5807 Stratford Court, Harrisburg, <br />commented regarding the Local Government Commission and local government. <br />Lee Shuman, a resident at 633 Grandview Drive NE, Concord, spoke regarding <br />school funding. <br />Chris Cranston, a resident at 475 High Meadows Drive, Concord, commented <br />regarding the local government. <br />There was no one else to address the Board, therefore Chairman Morris <br />closed that portion of the meeting. <br />(D) OLD BUSINESS <br />None. <br />(E) CONSENT <br />(E-1) Appointments and Removal(s) - Planning and Zoning Commission <br />The Planning and Zoning Commission recommended the reappointments of Mr. <br />Michael Bywaletz as the regular member for the Midland Area and Mr. Adam <br />Dagenhart as the regular member for the Mount Pleasant Area; both have terms <br />expiring August 31, 2024. Mr. Mohammed Idlibi as an At -Large Alternate Member. <br />Mr. Idlibi is a resident of the Harrisburg Area. His term expires on August 31, <br />2024. An exception to the length of service provision is needed for Mr. Dagenhart <br />Ms. Holly Edwards' current appointment as the Concord Area representative <br />ends August 31, 2024. She will no longer be able to represent the Concord Area. <br />She will need to be moved to Ms. Ingrid Nurse's Alternate At- Large position <br />immediately to fill an unexpired term ending August 31, 2026. Ms. Ingrid Nurse <br />will need to be appointed immediately as the regular member for the Concord <br />Area to fill an unexpired term ending August 31, 2024 along with a new three- <br />year term ending August 31, 2027. <br />The Commission requests Mr. David Hudspeth, an At -Large Alternate Member, <br />be removed from the roster as he does not wish to be reappointed. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board reappointed Mr. Michael Bywaletz as the regular <br />member for the Midland Area, Mr. Adam Dagenhart as the regular member for the <br />Mount Pleasant Area, both new terms expiring August 31, 2027, and Mr. Mohammed <br />Idlibi as an at -large alternate member; including an exception to the length of <br />service provision of the Planning and Zoning Commission By -Laws and the Cabarrus <br />County Appointment Policy for Mr. Dagenhart. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board appointed Ms. Ingrid Nurse as the regular member <br />for the Concord Area filling an unexpired term ending August 31, 2024 and to a <br />new term ending August 31, 2027. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board appointed Ms. Holly Edwards as an at -large <br />alternate member to fill an unexpired term ending August 31, 2026 including an <br />Page 12 <br />
