July 16, 2024 (Regular Meeting) Page <br />exception to the length of service provision of the Planning and Zoning <br />Commission By -Laws and the Cabarrus County Appointment Policy. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board removed Mr. David Hudspeth from the roster and <br />thanked him for his service as an At- Large Alternate Member for the last five <br />years. <br />(E-2) Appointments - Region F Aging Advisory Committee <br />Jean Chandler serves on the Region F Aging Advisory Committee (RFAAC); <br />her term expired June 30, 2024. It is recommended that Ms. Chandler be <br />reappointed to the Region F Aging Advisory Committee to serve another term. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board reappointed Jean Chandler to the Region F Aging <br />Advisory Committee for a two-year term ending June 30, 2026. <br />(E-3) (Appointment) and Removals - Early Childhood Task Force Advisory Board <br />The Early Childhood Taskforce Advisory Board requested to remove Marcella <br />Beam and Jessica Grant from the roster as they are no longer active members. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board removed Marcella Beam and Jessica Grant from the <br />roster and thanked them for their service. <br />(E-4) BOC - NCACC County Legislative Goals <br />Every two years, The North Carolina Association of County Commissioners <br />(NCACC) members engage in a process to determine the legislative goals that are <br />in the best interest of counties. The NCACC goals -setting process begins in <br />August of even -numbered years and consists of five stages: beginning with the <br />solicitation of county proposals and ending with the adoption of the legislative <br />agenda at the Legislative Goals Conference. <br />The submission deadline for legislative goals is August 23, 2024, and <br />goals submitted by or before the deadline will be referred to a steering <br />committee for review and consideration. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board approved the 2024-2025 Legislative Goals as <br />presented. <br />(E-5) BOC - Voting Delegate Designation for NCACC 117th Annual Conference <br />The North Carolina Association of County Commissioners, NCACC, will hold <br />their 117th Annual Conference Business Session in Forsyth County, August 8-10 <br />with each county entitled to one vote on items that come before the membership. <br />In order to facilitate the voting process, the NCACC asks that each county <br />designate one voting delegate and one alternate voting delegate be chosen. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board designated Chairman Steve Morris to represent <br />Cabarrus County at the NCACC 117th Annual Business Session in Forsyth County. <br />(E-6) County Manager - Energy Temporary Construction Easement Request <br />Dominion Energy has requested a temporary construction easement along <br />Deal Street. The property is part of the Concord Senior Center property. The <br />request would allow workers to get out of the street while working. Dominion <br />Energy offered $500 in exchange for the temporary easement. It will not impact <br />operations. <br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and <br />unanimously carried, the Board approved temporary easement after review and <br />revision by the county attorney. <br />(E-7) County Manager - Opioid Settlement - Kroger Settlement Resolution and <br />Approval of Second Supplemental Agreement for Additional Funds <br />Staff presented a Resolution in connection with the opioid settlement <br />authorizing Cabarrus County to participate in receipt of funds from the Kroger <br />Settlement funds and Second Supplemental Agreement. <br />Page 13 <br />
