Supporting people in treatment for and recovering from OUD includes the use of <br />evidence -based or evidence -informed programs or strategies. The Substance Abuse and <br />Mental Health Services Administration (SAMHSA) has defined recovery as "a process <br />of change through which individuals improve their health and wellness, live self -directed <br />lives, and strive to reach their full potential." Recovery should be developed based on an <br />individual's strengths, talents, coping abilities, resources, and personal values. In the <br />recovery process, individuals should be supported by their community, peers, friends, <br />and family members. Peer support specialists have found success in navigating their own <br />recovery process and providing supports to individuals in recovery within the <br />communities where they reside. In addition to peer support, care navigators support <br />linkages to care and harm reduction services. <br />Funding will be used to provide the full continuum of care of treatment and recovery <br />services for OUD and any co-occurring SUD/MH conditions, including supportive <br />housing, peer support services and counseling, community navigators, case management, <br />and connections to community -based services. <br />4. Fourth strategy authorized <br />a. Name of strategy: Early Intervention <br />b. Strategy is included in Exhibit A <br />c. Item letter and/or number in Exhibit A to the MOA: Item 6 <br />d. Amount authorized for this strategy: $874,416 <br />e. Period of time during which expenditure may take place: <br />Start date of July 1, 2024 through end date of June 30, 2029 <br />f. Description of the program, project, or activity: <br />• Fund evidence -based prevention programs in schools or evidence -informed school <br />and community education programs and campaigns for students, families, school <br />employees, school athletic programs, parent -teacher and student associations, and <br />others. <br />• Create and/or support recovery high schools <br />5. Fifth strategy authorized <br />a. Name of strategy: Prevent Overdose Deaths and Other Harms (Harm Reduction) <br />b. Strategy is included in Exhibit A <br />c. Item letter and/or number in Exhibit A to the MOA: Item 7 <br />d. Amount authorized for this strategy: $509,500 <br />e. Period of time during which expenditure may take place: <br />Start date of May 17, 2023 through end date of June 30, 2025 <br />f. Description of the program, project, or activity: <br />Funding will be utilized for the following: <br />• Increase availability and distribution of naloxone and other drugs that treat <br />overdoses for first responders, overdose patients, individuals with OUD and <br />their friends and family members, individuals at high risk of overdose, <br />schools, community navigators, outreach workers, persons being released <br />from jail or prison, or other members of the general public. <br />Page 231 <br />
