August 19, 2024 (Regular Meeting) Page <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, August 19, 2024. <br />Public access to the meeting could also be obtained through the following <br />means: <br />live broadcast at 6:30 p.m. on Channel 22 <br />https://www.youtube.com/cabarruscounty <br />https://www.cabarruscounty.us/cabcotv <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Lynn W. Shue <br />Commissioners: Christopher A. Measmer <br />Timothy A. Furr <br />Kenneth M. Wortman <br />Also, present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Rodney Harris, Deputy County Manager; Kelly Sifford, Assistant County <br />Manager; and Lauren Linker, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />A moment of silence was observed. <br />(A) APPROVAL OR CORRECTIONS OF MINUTES <br />UPON MOTION of Commissioner Measmer seconded by Vice Chairman Shue and <br />unanimously carried, the Board approved the minutes of April 2, 2024 (Work <br />Session), April 15, 2024 (Regular Session), April 17, 2024 (Cabarrus Summit), <br />April 18, 2024 (Budget Meeting), as presented. <br />(B) APPROVAL OF THE AGENDA <br />Update: <br />New Business <br />G-2 County Manager - Messer GMP 3 for Behavioral Health Center <br />G-4 Finance - Reimbursement Resolution <br />Additions: <br />New Business <br />G-3 Juvenile Crime Prevention Council (JCPC) - Allocation of FY2024-25 Funding <br />Closed Session <br />K-1 Closed Session - Pending Litigation, Economic Development <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Proclamation - Active Living and Parks - Senior Center Month <br />Londa Strong introduced Myra Baumgardner who read the proclamation aloud. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Wortman and <br />unanimously carried, the Board adopted the proclamation. <br />Proclamation No.2024-16 <br />Senior Center Month 2024 <br />"Powering Connections" <br />A Proclamation <br />WHEREAS, older Americans are significant members of our society, investing <br />their wisdom and experience to help enrich and strengthen our community; and <br />WHEREAS, the Active Living & Parks Department has acted as a catalyst for <br />mobilizing the creativity, energy, vitality, and commitment of the older <br />residents of Cabarrus County; and <br />Page 40 <br />
