July 1, 2024 (Work Session) Page <br />Susie Morris, Planning and Development Director, reported upon The North <br />Carolina Department of Transportation (NCDOT) Division 10 receiving a request <br />to add Grey Hawk Court, located in the Fieldstone subdivision, to the state <br />road maintenance system it was discovered the resolution 2001. As a result of <br />the petition, Division 10 Staff is requesting the Resolution on file be updated. <br />NCDOT staff informed the County the Resolution must now be renewed every five <br />years. Therefore, an updated resolution was provided for. <br />4.8 Tax Administration - Tax Collector's Annual Settlement and Order <br />Authorizing Collection of FY 2024-2025 Taxes <br />David Thrift, Tax Administrator, reported the Tax Collector is required <br />by NCGS 105-373 to give an annual settlement on current and delinquent taxes. <br />The fiscal year 2023-2024 settlement summary by jurisdiction was provided. The <br />summary includes outstanding real property taxes in the amount of $1,575,801 <br />and outstanding personal property taxes in the amount of $598,901 for a total <br />of $2,174,702. Mr. Thrift also provided a list of minimal refunds (a little <br />over $900) currently being analyzed by staff for application to accounts or <br />issued to the State. <br />Lastly, Mr. Thrift provided the Order to collect next year's tax receipts <br />and levies for consideration. <br />A discussion ensued. During discussion, Mr. Thrift responded to questions <br />from the Board. <br />4.9 County Manager - Energy Temporary Construction Easement Request <br />Kelly Sifford, Assistant County Manager, reported Dominion Energy has <br />requested a temporary construction easement along Deal Street. This property is <br />part of the Concord Senior Center property. This request is to allow the workers <br />to get out of the street while working. They are offering $500 in exchange for <br />the temporary easement. <br />4.10 County Manager - Opioid Settlement - Kroger Settlement Resolution and <br />Approval of Second Supplemental Agreement for Additional Funds <br />Aalece Pugh, Assistant County Manager, presented a Resolution in <br />connection with the opioid settlement authorizing Cabarrus County to participate <br />in receipt of funds from the Kroger Settlement funds and Second Supplemental <br />Agreement. If all 100 local governments participate including municipalities, <br />the disbursement would be $647,000 in addition to the approximate $22,000,000 <br />the county is already receiving. It also includes the allocation for the City <br />of Concord. <br />A discussion ensued. During discussion, Ms. Pugh and Rich Koch, County <br />Attorney, responded to questions from the Board. <br />4.11 County Manager - Opioid Settlement Strategic Funding Plan Resolution <br />Aalece Pugh, Assistant County Manager, presented the resolution related <br />to the strategies outlined in the opioid strategic funding plan approved by <br />the Board in June 2024. The strategies to be funded within the first three to <br />five years include: <br />• Treating opioid use disorders <br />• Supporting individuals in treatment and/or recovery <br />• Connecting individuals with assistance programs needed <br />• Addressing the needs of criminal justice involved persons <br />• Addressing the needs of pregnant and parenting women and <br />families including infants with neonatal abstinence syndrome <br />• Prevention of opioid misuse <br />• Prevention of overdose deaths and other harm reduction <br />strategies <br />• Leadership, planning, and coordination <br />4.12 BOC - Appointments to Boards and Committees <br />Chairman Morris stated information for July appointments to boards and <br />committees has been provided to the commissioners.
