NORTH CAROLINA <br /> <br />Planning and Zoning Commission Minutes <br />March 18, 1999 <br />7'00 P.M. <br /> <br />Mr. Ed Hill, Chairperson, called the meeting to order at 7'00 p.m. Members <br />present in addition to the Chair were Mr. Clyde Drge, Jr., Mr. Thomas Dwiggins, <br />Mr. Carleton Hobbs, Ms. Martha Kiker,' Mr. Aaron Ritchie and Mr. Ric Starnes. <br />Attending from the Planning Services Division were Mr. Jonathan B. Marshall, <br />Planning Services Director and Ms. Phyllis C. Carr. Also attending was Mr. <br />Richard Koch, Attorney for the Planning and Zoning Commission. <br /> <br />There being no corrections to the February 18, 1999 Minutes, Mr. Ritchie <br />MOTI~ONED, seconded by Mr. Drye to approve the minutes as mailed. The vote <br />was unanimous. <br /> <br />The Chair introduced the first item on the Agenda, Preliminary Subdivision Plat <br />Approval, Petition C99-01(S)' <br /> <br />I <br /> <br />AppliCant: Gaillard Mervin <br />Request: Preliminary Subdivision Plat Approval <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Gaillard Mervin to have his subdivision Porters <br />Landing - Phase 5 & 6 approved preliminary. <br /> <br />Mr. Jonathan Marshall, Planning Director, addressed the Board <br />presenting Porters Landing - Phase 5 & 6 and staff rePort stating <br />the primary concern is the school issue. He said it is the <br />recommendation of Robert Kluttz and staff that this subdivision be <br />denied until that school adequacy has been improved. Mr. Marshall <br />said there was one other issue which-is in the adequate facilities <br />review, and that was pertaining to access. He said there will be a <br />second entrance road off of Morrison Road, that is why staff does <br />not share the concern about requiring an entrance off of Pioneer <br />Mill Road. Mr. Marshall said Mr. Mervin does not own frontage on <br />Pioneer Mill Road. They will have two access points on Morrison <br /> <br /> Planning Services Division <br /> <br />P. O.
