185 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 1, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Commissioners: Arne L. Fennel <br /> Kenneth F. Payne <br />Absent - Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Commissioners Carpenter and Casper were attending the National Association <br />of Counties Annual Conference in Las Vegas, Nevada. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br /> The invocation was given by Reverend Allan Smyth of the Cornerstone <br />Presbyterian Church. <br /> <br /> Mr. Hoyt Sloop of Post 115, American Legion in Kannapolis led the Pledge <br />of Allegiance. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the minutes of July 18, 1994 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment - Region F Emergency Medical Services Advisory Council (1) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board reappointed Ms. Jean Pherigo to the Region F <br />Emergency Medical Services Advisory Council for a term of two years ending June <br />30, 1996. <br /> <br />Appointments - Community Based Alternatives (CBA) Task Force (2) <br /> <br /> Commissioner Payne nominated Mr. Richard Moore for appointment to the CBA <br />Task Force. Commissioner Fennel nominated Ms. Sue Rutland and Ms. Patricia Woods <br />for appointment. Voting was as follows: <br /> <br />Voting for Ms. Rutland - Commissioner Fennel and Chairman Barnhart <br />Voting for Ms. Woods - Commissioners Fennel and Payne and Chairman Barnhart <br /> <br /> The Board appointed Ms. Sue Rutland and Ms. Patricia Woods to the Community <br />Based Alternatives Task Force for terms of three years ending June 30, 1997. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Proclamation to Designate Labor Day as "Try American Day" <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Proclamation with the <br />recommendation that each day be "Try American Day". <br /> <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the creativity and ingenuity of American working men and <br />women in the United States has provided a host of new <br />products and services which improve the quality of life <br />in the United States and the World: and <br />the American spirit of entrepreneurship, pride of <br />craftsmanship, and commitment to quality are hallmarks <br />recognized throughout the world: and <br /> <br /> <br />
