<br /> The Board of Commissioners for the County of Cabarrum met in regular
<br />session at the Courthouse in Concord, North Carolina, on Tuesday, April 21,
<br />1981, at 7:00 P.M.
<br /> Present - Chairman: Ralph C. Bonds
<br /> Commissioners: J. Harold Nash
<br /> Troy R. Cook
<br /> James W. Lentz
<br /> Kenneth F. Payne
<br /> The invocation was given by Reverend William Byrd of West Concord
<br />Baptist Church.
<br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and
<br />unanimously carried, the minutes of April 6, 1981, were approved as
<br />written.
<br /> Commissioner Nash nominated Mrs. Martha Macon and Ms. Judy Dayvault
<br />for consumer positions with the Southern Piedmont Health Systems Agency.
<br /> Mr. Charles McGinnis, County Manager, informed the Board that
<br />Mr. Marvin Taylor, Administrator of Cabarrus Nursing Center, had submitted
<br />the name of Ms. Brenda Safrit as a provider nominee for the Southern
<br />Piedmont Health Systems Agency.
<br /> The Board members were requested to submit any appointees to the
<br />Board of Electors of the Southern Piedmont Health Systems Agency to
<br />the County Manager to be forwarded along with the consumer and provider
<br />nominees to the Agency by May 1, 1981.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and
<br />unanimously carried, the Board endorsed by resolution the proclamation
<br />signed by Governor James B. Hunt, Jr., declaring the week of April 26
<br />through May 2, 1981 as North Carolina Emergency Medical Services Week.
<br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Nash and
<br />unanimously carried, the Board appointed Commissioner Troy R. Cook to
<br />the Cabarrus County Social Services Board for a three-year term expiring
<br />June 30, 1984.
<br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne
<br />and unanimously carried, the Board adopted the following Nondiscrimination
<br />Assurance for continued participation in the North Carolina Federal Surplus
<br />Property Program.

<br />NONDISCRIMINATION ASSURANCE
<br />
<br />Assurance to be executed by authorized representative of donee activity
<br />prior to receiving donations of surplus personal property from the State
<br />Surplus Property Agency on and after October 17, 1977.
<br />
<br />Assurance of Compliance with GSA Regulations under Title VI of the Civil
<br />Rights Act of 1964, as amended, Section 606 of Title VI of the Federal
<br />Property and Administrative Services Act of 1949, as amended, Section 504
<br />of the Rehabilitation Act of 1973, as amended, and Section 303 of the Age
<br />Discrimination Act of 1975, as amended.

<br />Cabarrus County, hereinafter called the !,donee" hereby agrees that the
<br />program for or in connection with which any property is donated to the
<br />donee will be conducted in compliance with, and the donee will comply with
<br />and will require any other person (any legal entity) who through contractual
<br />or other arrangements with the donee is authorized to provide services or
<br />benefits under said program to comply with, all requirements imposed by or
<br />pursuant to the regulations of the General Services Administration
<br />(41 CFR 101-6.2) issued under the provisions of Title VI of the Civil Rights
<br />Act of 1964, as amended, Section 606 of Title VI of the Federal Property
<br />and Administrative Services Act of 1949, as amended, Section 504 of the
<br />Rehabilitation Act of 1973, as amended, and Section 303 of the Age Discrimi-
<br />nation Act of 1975, as amended, to the end that no person in the United'
<br />States shall on the ground of race, color, national origin, sex, or age
<br />or that~no otherwise qualified handicapped person shall solely by reason
<br />of the handicap, be excluded from participation in, be denied the benefits
<br />of, or be subjected to discrimination under any program or activity for
<br />which the donee received Federal assistance from the General Services
<br />Administration; and Hereby Gives Assurance That it will immediately take
<br />any measures necessary to effectuate this agreement.
<br />
<br />The donee further agrees that this agreement shall be subject in all respects
<br />to the provisions of said regulations; that this agreement shall obligate
<br />
