631 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 6:30 P.M. <br />on Monday, December 28, 1981, at the County Courthouse in Concord, North <br />Carolina, in a called meeting for the purpose of reviewing the proposed Zoning <br />Ordinance as certified by the Planning Board and to approve any intended <br />changes to be made at the time of adoption of the Zoning Ordinance and Atlas. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting were <br />as follows. <br /> <br />Mr. Billy Plummer <br />Mr. John Cline <br />Mr. Jack Rankin <br />Mr. Raiford Troutman <br /> <br /> Mr. Maynard Tipps, attorney representing Philip Morris, addressed the <br />Board regarding changes to proviJions of the proposed Zoning Ordinance which <br />are applicable to the Philip Morris property. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board adopted the following changes to the proposed <br />Zoning Ordinance as submitted by Mr. Maynard Tipps. <br /> <br />1. Amend the description of permitted uses for the "Light Industrial" <br /> (I-1) District to include the following as a permitted use. <br /> <br />"Tobacco products, cigar and cigarette manufacturing tobacco~stemmery, <br />sheet processing and other related facilities, processes and activities." <br /> <br />Amend the conditional uses for the "Agricultural Industrial (A-i) <br />District to include as a conditional use the same tobacco products <br />provision~as described above. <br /> <br />3. Include the following additional regulations governing individual <br /> conditional uses in the A-I District. <br /> <br /> Tobacco products, cigar and cigarette manufacturing, processing <br />and other related facilities. <br /> <br />A. In addition to the information required by Section 9.6, the <br />following information shall be supplied as part of the application. <br /> <br /> 1. A Site Plan showing all existing or proposed buildings, <br />storage areas, parking and access areas, topography at a contour <br />interval five (5) feet and any officially designated flood plains~ <br />for alluvial soils. <br /> <br /> 2. Plans and elevations for all proposed structures and descriptions <br />of the color and nature of all exterior material. <br /> <br /> 3. Landscape plans, at the same scale as the Site Plan, showing <br />existing and proposed trees, shrubs, ground cover and other landscape <br />material. <br /> <br />B. Standards of evaluation. The following specific standards shall <br />be used in deciding an application for approval of this class of use: <br /> <br /> 1. Site shall be of adequate size to accommodate the proposed <br />use while observing front, side and rear open spaces. <br /> <br /> 2. Ail proposed parking areas shall be screened from adjacent <br />residentially zoned land. <br /> <br /> 3. Where buildings are set back from streets, rights of way or <br />from private property lines by a distance of two hundred (200) feet, <br />screening shall not be required. <br /> <br /> 4. Ail outside storage areas are fenced and screened from adjacent <br />residentially developed areas. <br /> <br /> 5. The site is of adequate size for the sewage disposal system <br />proposed and for the proposed use. <br /> <br /> <br />
