57 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina on <br />Monday, March 13, 1989, at 3:00 P.M. The meeting had been rescheduled <br />from March 6 due to the National Association of Counties Annual <br />Legislative Conference held in Washington, D.C. on March 3 7, 1989. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Lynn Sasser of the United Love <br />Baptist Church. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner .Moss <br />and unanimously carried, the minutes of February 13, 20, and 27, 1989 <br />were approved as written. <br /> Dr. William F. Pilkington, Health Director, reviewed the proposed <br />Adult Wellness/Weight Control Program budget amendment as presented to <br />the Board on February 20, 1989. <br /> Dr. Siegfried Heyden, Professor at the Department of Community and <br />Family Medicine at Duke University Medical Center, presented information <br />relating to the health education program taught in the County's high <br />schools and the weight reduction classes conducted in the evenings at <br />the Health Department. <br /> Mr. Dan Gray, Executive Director of The Cannon Foundation, spoke in <br />support of the Adult Wellness/Weight Control Program and commended Dr. <br />Heyden for his work in Cabarrus County. <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the following budget amendment. <br /> <br />CABARRUS COUNTY HEALTH DEPARTMENT <br />ACCOUNT # 58-90 <br /> <br /> Present <br />Line Item Approved Revised <br />Account No. Description Budget Increase Decrease Budget <br /> <br />01-6-58-45-109 Adult Health <br /> Revenue <br />58-90-303 Health Educ. <br /> Supplies <br />58-9-320 Printing & <br /> Binding <br /> <br />$ 5,650.00 $2,050.00 $7,700.00 <br />$ 3,350.00 $1,750.00 $5,100.00 <br />$ 900.00 $ 300.00 $1,200.00 <br /> <br />PURPOSE OF BUDGET REVISION REQUEST: <br /> To allocate revenue generated in Adult Wellness/Weight Control <br /> Classes to appropriate line items. <br /> <br /> Ms. Sara Newberry, President of the Cabarrus Arts Council, reviewed <br />the Council's request of February 6 for a commitment of $5,000.00 in the <br />1989-1990 budget to be used as local matching funds for a North Carolina <br />Arts Council challenge grant. The Board took no action on Ms. <br />Newberry's request, and Chairman Lentz asked that the Arts Council <br />submit its request for funding through the County's upcoming budget <br />process. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner <br />Simmons and unanimously carried, the Board granted permission to the <br />Charlotte Motor Speedway for a fireworks display on April 19, 1989 at <br />approximately 10:00 P.M. in conjunction with the National Tour <br />Association Annual Convention. The display will be supervised by Gary <br />Partlow of Southern International Fireworks. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner <br />Simmons and unanimously carried, the Board confirmed the appointment of <br />the following representatives to the Carolina Counties Coalition Trans- <br />portation Task Force: <br /> <br />Commissioner William G. Hamby, Jr. <br />Mr. Lamar Barrier - Member of the Concord Board of Aldermen <br />Ms. Jean Bradley - Member of the Harrisburg Town Council <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner <br />Simmons and unanimously carried, the Board approved the following. <br />Weatherization Assistance Program Contract Amendment and authorized the <br />Chairman to sign the Amendment on behalf of the County. <br /> <br /> <br />
