December 14, 2015 (Regular Meeting) Page 2601 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 14, 2015, <br />at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Girl Scout Cadette Troop 1579 from McGill Baptist Church conducted the <br />Flag Ceremony. Scouts participating were: Emily Shropshire, Elena Ablard, <br />Jasmine Henderson and Haylah Wagner. <br />Pastor Neal Jones from Mount Mitchell United Methodist Church delivered <br />the invocation. <br />A moment of silence was observed for former Cabarrus County <br />Commissioner Sue Casper. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Honeycutt, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of October 5 (Work <br />Session), October 19, 2015 (Regular Meeting), November 2, 2015 (Work Session) <br />and November 16, 2015 (Regular Meeting) as written. <br />(A -1) Board Organization <br />Chairman Morris turned the meeting over to Mike Downs, County Manager, <br />who presided over the organization of the Board. <br />(A -1=-1) Election of Chairman <br />Mike Downs, County Manager, called for nominations for the position of <br />Chairman. <br />Commissioner Shue NOMINATED Commissioner Morris. Commissioner <br />Honeycutt seconded the nomination. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board closed the floor for nominations. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board re- elected Commissioner Morris as Chairman <br />of the Cabarrus County Board of Commissioners by acclamation. <br />Mr. Downs turned the meeting over to Chairman Morris. <br />(A -1 -2) Election of Vice Chairman <br />Chairman Morris called for nominations for the position of Vice <br />Chairman. <br />Commissioner Mynatt NOMINATED Commissioner Honeycutt. Commissioner <br />Shue seconded the nomination. <br />UPON MOTION of Chairman Morris, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to close nominations and elected <br />Commissioner Honeycutt as Vice Chairman of the Cabarrus County Board of <br />Commissioners by acclamation. <br />(A -1 -3) Comments from the Chairman and Vice Chairman <br />Vice Chairman Honeycutt commented briefly on her first year on the <br />Board and expressed appreciation to the Board, staff and citizens of Cabarrus <br />County for the opportunity to serve on the Board. <br />
