February 17, 2003 Page 43 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 17, 2003, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Junior Troop 492 of Rocky River Presbyterian Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Ashley Thomason, Loralee Howser, Reynolds Douglas and Sara Gaska. <br /> <br />Chairman Freeman delivered the invocation. <br /> <br />(A) Approval or Correction of Minutes <br /> <br /> No minutes were presented for approval. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Freeman listed the following changes to the Agenda. <br /> <br />Recognitions and Presentations - Remove Items C-1 (Recognition of <br />Gerri Nash on Her Retirement from Public Safety Services) and C-2 <br />(Recognition of Sgt. Terry Black on His Retirement from the <br />Sheriff's Department). Recognitions will be rescheduled. <br /> <br />Consent Agenda - Add Item E-6 Declare Surplus and Authorize the <br />Award of Service Weapon and Badge to Sgt. Terry Black on his <br />Retirement from the Cabarrus County Sheriff's Department). <br /> <br />New Business - Add Presentation by Laine Harling of the Concord <br />Downtown Development Corporation to Item F-1 (Possible Relocation <br />of the Jail and Courthouse - Heath Ritchie, President of the <br />Residents of Historic Concord). <br /> <br />New Business Add Item F-10 (Resolution Honoring the Memory of <br />Firefighter Josh Earley by Naming the Section of NC Highway 24/27 <br />between the Mecklenburg and Stanly County Lines the ~Joshua B. <br />Earley Memorial Highway"). <br /> <br /> Commissioner Carpenter asked that Item E-3 (Letter Supporting the <br />Application by the Mental Health Association of Central Carolinas, Inc., to <br />the U. S. Department of Housing and Urban Development for Funding Support for <br />a Group Home to Serve Cabarrus County Residents with Mental Illnesses) be <br />removed from the Agenda at the request of Liz Jordak of the Mental Health <br />Association. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />,and unanimously carried, the Board adopted the Agenda with the changes <br /> requested by Chairman Freeman and Commissioner Carpenter and listed above. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-3) Recognition of Commissioner Carruth for His Service on the Cabarrus <br /> <br />Health Alliance Board <br /> <br /> Mr. Charles Phillips, Chairman of the Cabarrus Health Alliance Board, <br />presented a Resolution of Appreciation to Commissioner Carruth for his <br />service as a member of the Cabarrus Health Alliance Board from August 2001 to <br />December 2002. <br /> <br /> <br />
