173 The Board of Commissioners for the County of Cabarrus met in special session in the Multi-Purpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Friday, January 15, 1993, at 9:00 A.M. The purpose of the meeting was as follows: Planning retreat, pending litigation, ambulance placement, and any other related matters. The meeting had originally been scheduled as a recessed meeting to begin at 1:00 P.M. on this date. Present - Chairman: Carolyn B. Carpenter Vice-Chairman: Kenneth F. Payne Commissioners: Jeffrey L. Barnhart Sue B. Casper Arne L. Fennel Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. John Day, Budget Officer; Mr. Don Moorhead, Personnel Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Carpenter called the meeting to order at 9:05 A.M. Chairman Carpenter reported that the Board had been invited to meet at the Cooperative Christian Ministry Crisis Center during the last week in January. The Board agreed to meet at 5:00 P.M. on Friday, January 29, at the Crisis Center. Chairman Carpenter reported that a request had been received regarding possible legislation to allow the use of centerfire rifles to hunt deer in Cabarrus County. This practice had been banned by a local bill enacted by the General Assembly in 1980 at the request of the Board of Commissioners. ~he Board will obtain additional information and discuss the request further at a later meeting. UPON MOTION of Chairman Carpenter, seconded by Commissioner Fennel and unanimously carried, the Board recessed to the committee of the whole. UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and unanimously carried, the Board dissolved the committee of the whole. Chairman Carpenter reconvened the meeting in the Commissioners~ Meeting Room at 1:00 P.M. to consider the use of the Concord Fire Station #5 as well as the placement of ambulances in the county. The four options as submitted to the Board included: 1) Leave the CountyVs portion of Concord #5 empty; 2) Staff Concord #5 with a transport ambulance and crew; 3) Staff Concord #5 with a Quick Response Vehicle (QRV); or 4) Staff both Concord #5 and Mt. Pleasant ambulance stations with QRVVs and use the Mt. Pleasant ambulance for back up. Mr. Aubrey Attkisson, Emergency Medical Services Director, reviewed the current ambulance operation and explained the proposed use of QRV~s. He described a QRV as a "Suburban" type truck stocked with advanced life support equipment and staffed by one paramedic. In response to questions by the Board, he estimated that the County could equip the Suburban vehicle formerly owned by Pitts Volunteer Fire Department as a QRV at a cost of less than $5,000.00. However, Mr. Attkisson noted that the Suburban is currently being used by the Concord Fire Department. Mr. Ralph Austin, former Mayor of the Town of Mt. Pleasant, reviewed the history of the Mt. Pleasant ambulance station which was constructed by citizens of the community in 1988-89. Stating concerns regarding the response times for the eastern area of the county if the ambulance is moved, he urged the Board not to replace the ambulance currently stationed in Mt. Pleasant with a QRV. Mr. Austin presented the following petition which he stated contained 3,587 signatures. PETITION FOR RETENTION OF AN AMBULANCE FOR EASTERN CABARRUS COUNTY We the undersigned residents of Eastern Cabarrus County petition the Cabarrus County Board of Commissioners to retain the ambulance currently stationed in Mt. Pleasant. This unit serves the eastern portion of Cabarrus County.
