<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the Cabarrus County Governmental Center in Concord, North Carolina
<br />on Monday, June 4, 1990, at 9:30 A.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Billy J. Simmons, Jr.
<br /> The invocation was given by Reverend William F. Nix of the Glorieta Baptist
<br />Church.
<br /> Commissioners Melvin and Simmons were absent for the beginning of the
<br />meeting.
<br />
<br />NEW BUSINESS
<br /> Chairman Lentz stated that this was the day and hour for a public hearing
<br />concerning the proposed Fiscal Year 1990-1991 Cabarrus County Budget and asked
<br />if anyone were present who wished to address the Board regarding the proposed
<br />budget.
<br /> Mr. William Fitzhugh, Chairman of the Concerned Citizens of Cabarrus
<br />County, called for a $9 million water and sewer bond referendum in November to
<br />provide funding for the Mt. Pleasant High School, Midland, and Reedy Creek water
<br />and sewer projects as well as provide additional funding for the Coddle Creek
<br />Reservoir project overruns. In addition, he asked for the establishment of a
<br />County Engineer position, urged the Board to fund the Schools budget as
<br />requested, opposed the proposed $10.00 out-of-county user fee for the Kannapolis
<br />Library, and called for expanded library services throughout Cabarrus County.
<br />He pointed out that the funding for the proposed airport was not included in the
<br />County Manager's recommended budget and stated in his opinion the public should
<br />be aware of the County's share of funding for the airport during the budget
<br />process.
<br /> Commissioners Simmons and Melvin arrived at 9:35 A.M. and 9:40 A.M.
<br />respectively.
<br /> Ms. Martha Macon, member of the Piedmont Area Mental Health, Mental
<br />Retardation, and Substance Abuse Authority and parent of a handicapped child,
<br />requested an allocation of $64,000.00 from Cabarrus County to provide additional
<br />slots at Cabarrus Workshop. In addition, she requested $32,000.00 for the
<br />operation of a new Group Home on Spring Street. Ms. Macon stressed the need for
<br />services in this county for the mentally handicapped persons who have "aged out"
<br />and are ineligible for additional services from the public schools.
<br /> Also speaking in support of the funding requests for the Cabarrus Workshop
<br />and Cabarrus Group Homes were Ms. Vickie Harris, Executive Director of the
<br />Association for Retarded Citizens; Mr. Tommy Wall; Ms. Betty Suther, parent; Ms.
<br />Pat Castor, Transition Specialist with the Cabarrus County Schools; and Mr. Ned
<br />Robinette, parent. A number of persons were present for the meeting and stood
<br />in support of the funding requests.
<br /> There being no one else to speak regarding the proposed budget, Chairman
<br />Lentz closed the public hearing at 10:10 A.M.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and
<br />unanimously carried, the minutes of April 30, May 7, and May 9, 1990 were
<br />approved as written.
<br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, presented information
<br />submitted by Mr. Bob Farris, Environmental Health Supervisor, relative to the
<br />sampling of package treatment plants in Cabarrus County and the need for more
<br />samples and inspections of the facilities. He also presented a proposal for a
<br />Water Quality Management Program at an estimated cost of $25,800.00 to be
<br />conducted by the Cabarrus County Environmental Health Section with samples to
<br />be analyzed by Mecklenburg County. The Board indicated that this matter would
<br />be considered during the review of the Fiscal Year 1990-1991 Budget.

<br />NEW BUSINESS CONSENT
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously carried, the Board approved the addition of the following roads to
<br />the State road system: Hanson Lane, Fawn Ridge Road, Chadmore Lane, Newgate
<br />Court, Braeburn Road, Wheaton Way, Wingate Way, Rockwood Road, River Falls Road,
<br />Cold Springs Road, Holly Tree Drive, Bostwood Lane, Clara Circle, Meeting Street,
<br />and Watson Drive.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously carried, the Board approved the request for a fireworks display at
<br />the Carolina Mall on Wednesday, July 4, 1990, at 9:30 P.M.
