The Beard of County Commissioners ~met July 18, 1955 at 10:00 A. M. at the Courthouse <br /> <br />with the following members present: <br /> Chairman- J. Lee White <br /> <br /> Commissioner~, L.Bowman Barrier, P.E.Stallings, W. Frank McCray and M.Smoot Lyles <br /> <br /> Absent: None <br /> <br /> The Board of Commissioners for the county of Cabarrus, North Carolina, met in adjouxned <br />regular session at the Courthouse in Concord, the re~alar place of meeting at 10 o'clock, A. M. <br />on July 18, 1955. <br /> <br /> Present: Chairman J. Lee White, and Comissioners P.Ernest Stallings, M. Smoot Lyles, L. <br />Bowman Barrier, and W.F~ank McCray . <br /> Absent: None. <br /> <br /> The Chairman announced that this was the date and hour fixed by the Board for the public <br />hearing upon the order entitled: <br /> "order authorizing $2,630,000 SCHOOL BUILDING BONDS" <br /> <br />and that the Board would immediately hear any and all citizens and taxpayers who might desire to <br />protest against the issuance of said bonds. <br /> <br /> No citizen or taxpayer of the County appeared, either in person ox by attorney, to protest <br />aginst the issuance of any of said bonds, and tM Clerk announced that no protest in wxiting, <br />signed by any citizen or taxpayer, had been presented. <br /> <br /> Dr. F. H. Lee of 113 Chestnut Street,Concord, North Carolina, appeared and said he would <br />like to make a statement, which was," In the light of the United States Supreme Court ruling, <br />if the money is to be used to build segregated schools, I am going to vote against it." <br /> <br /> Thereupon, upon motion of Commissioner L.Bo~a~an Barrier, seconded by Commissioner P. <br />Ernest Stallings and carried, the order introduced and passed on first reading on July 5, 1955 <br />entitled:"ORDERAUTHORIZING $2,630,000 SCHOOL BUILDING BONDS" was read a second time and placed <br />upon its final passage. The vote upon the final passage of said order was: <br /> <br /> Ayes: Commissioners J. Lee White, P.Ernest Stallings, M.Smoot Lyles, L.BowmanBarrier <br />and W. Frank McCray. <br /> Noes: None. <br /> <br /> The Chairman then announced that the c~der entitled: "ORDER AUTHORIZING $2,630,000 SCHOOL <br />BUILDING BONDS" had passed. <br /> <br /> The Clerk was thereupon directed to publish said order in The Concord Tribune, once in each <br />of two successive weeks, and to publish at ~he foot of said order the appended note as requi~ed <br />by The County Finance Act, as amended. <br /> <br /> Commissioner M.Smoot Lyles introduced the following resolution which was read: <br /> <br /> RESOLUTION CALLING A SPECIAL BOND ELECTION <br /> <br /> BE IT RESOLVED by the Board of Commissioners fox the County of Cabarrus: <br /> <br /> Section 1. That a special bond election is herebF: called to be held on Saturday, September <br />10, 1955, between 6:30 A. M. and 6:30 P.M., Eastern Standard Time, at ~hich there shall be <br />submitted to the qualified voters of Cabarrus County the following question: <br /> <br /> Shall an order finally passed on July 18, 1955, authorizing the County of Cabarrus, North. <br />carolins, to contract a debt, in addition to any and all other debt which said County may now or <br />hereafter have power or authoxi%y to contract, and in evidence thereof to issue School Building <br />Bonds in an aggregate principal amount not exceeding $2,630,000 for the purpose of providing <br />funds, with any other funds available for such purpose, for erecting an additional school building <br />and additional school plant facilities, remodeling and enlarging existing school buildings and <br />ac~,~ing necessary land and equipment therefor in order to provide additional elementa~yand <br />secondary school facilities in the County of Cabarrus to maintain the six months' school term in <br />said County as required by Section 3 of Article IX of the Constitution, and authorizing the levy <br />and collection of a sufficient tax for the payment of the principal of and the interest on said <br />bonds, be approved? <br /> <br /> <br />
