Frank James, Chairman, and Commissioners, C. McNeil Petrea, M. Smoot Lyles, Oren <br /> <br /> J. Hill, and W. Frank McCray. <br /> Absent: None <br /> <br /> Also present: Daniel W. Cote representing the N. C. State Board of Health. <br /> <br /> At the hour of 7::30 o'clock, P.M. the Chairman announced that, pursuant to a notice duly poste~ <br /> <br /> and published, this was the date and hour fixed by the Chairman of the Board of Commissioners for <br /> the County of Cabarrus, the Chairman of theBoard of Cpmm~ssioners for the County of Rowan and the <br /> State Health Director of the North Carolina State Board of Health for th~ joint public hearing upon <br /> a petition filed with the Board of Commissioners for the County of Cabarrus on April 1, 1963 pro- <br /> posing the creation of a sanitary district in Cabarrus and°Rowan Counties. <br /> <br /> The Chairman of the Board of Commissioners for the County ~f Cabarrus ..announced that the Boar~s <br /> <br /> of Co~mis~o~rs-.fo~ the Counties of Cabarrus and Rowan and the representative of the State Board <br /> of Health would immediately hear any and all freeholders resident within the proposed sanitary <br /> district and any other interest person concerning the creation of the proposed sanitary district. <br /> <br /> The meeting was turned over to Mr. Daniel W. Cote, representative of the North Carolina State <br /> <br /> Board of Health. Mr. Cote asked if there was anyone present who desired to speak in opposition to <br /> <br /> the creation of a sanitary district. <br /> <br /> No freeholder resident within the pr. oposed sanitary ~distr~ct or other interested person <br /> <br /> appeared, either in person or by attorney, to.protest against the crea~tion of the proposed sanit~ <br /> district, and Clerk announced that no protest in writing, signed by any resident freeholder or oth~ <br /> interested person, had been presented. <br /> <br /> Mr. Cote then asked if there was anyone ,Who desired tq speak in favor of the district. <br /> <br /> Ne recognized Mr. Samuel B. Stroup, Chairman of the Steering Committee for the Creation of thei <br /> <br /> Sanitary District, who presented the committee's statement in the form of a series of slide pro- <br /> jections accompanied by a tape recorded explanation. The slides and the accompanying tape illustrated <br /> and told of the needs for the district, the existing sanitary conditions, the proposals for remedying <br /> them, and the cost of the proposed improvements if the district is created. <br /> <br /> Mr. Cote recognized Mr. E. G. Boggs, Jr., who stated that he represented the Official Board <br /> <br /> Jackson Park Methodist Church and stated that the Official Board had endorsed the proposed plans <br /> <br /> for the district and recommended that the district be created. <br /> <br /> Mr. N. C. Greer, Jr. was recognized. He stated that he represented the Kannapolis Business <br /> <br /> Men's Club and that that organization endorsed the proposed Kannapolis Sanitary District one <br /> <br /> hundred per cent. <br /> <br /> Mr. Harry Jackson of the North Kannapolis Lions Club was recognized and he stated that his <br /> <br /> group endorsed the proposed sanitary district. <br /> <br /> Mr. Le~n~Winecoff of the Towel City Lions Club stated that his group endorsed the plans for <br /> <br /> the proposed sanitary district ~nanimously. <br /> <br /> Mr. W. J. Clayton, Executive Secretary of the Kannapolis Merchants Association was recognizedI <br /> <br /> and stated that the Merchants Association endorsed the plans for the creation of the sanitary distr%ct. <br /> <br /> <br />
