54? <br /> <br /> The regular monthly meeting of the Cabarrus County Con~n~ ssioners was held at 9:30 A.M. on <br /> <br />July 3, 1967, with the following members present: <br /> Chairm~n- C. Frank James <br /> <br /> Commissioners - Rankin, Hawfield, and Petrea. <br /> <br /> Absent - Commissioner White. <br /> <br />Chairman James called the meeting to order. Prayer was by the Revemend N~a~w Frye. Minutes <br /> <br />were read and approved. <br /> <br /> Petrea made motion, seconded by Hawfield, to accept the following road petitions: <br /> Briarcliff - T-4 Request for addition <br /> <br /> Moose Road T-7~ Request for surface treatment <br /> <br /> Hawfield made motion, seconded by Petrea, to authorize County Accountant Hurt to balance <br />all budgets within the General Fund as of 6-30-$7. Vote carried. <br /> <br /> Motion was made by Rankin, seconded by Hawfield, to add to the school budget for 1967-68 <br />the amount of $4,000.00 to be matched with $16,000.00 of Federal funds for rehabilitation of <br />mentally retarded children to be shared by Concord City and Cabarrus County school symtems. <br />Vote carried. <br /> <br /> Hawfield made motion, seconded by Rankin, to adopt the North Carolina Building Code which <br />follows a~ becomes a part of these minutes. Vote carried. <br /> <br /> THA~ WHEP~AS, The State of North Carolina has enacted certain laws with respect <br /> to buildings and established the North Caro~.!.ua Building Code Council to make rules <br /> and re~,~atie~s regarding thereto, subject to the adoption of said laws, rules and <br /> regulations by the municipalities and various counties of the state; and <br /> <br /> WHEREAS, Cabarrus County has not heretofore seen fit to adopt said laws, rules <br /> and regulations and it is deemed by this Board to be to the best interest of the future <br /> development of Cabarrus County and for the protection of its citizens in contracting <br /> for future buildings. <br /> <br /> BE IT THEREFORE RESOLVED on motion of Glenn Hawfield, second by Rankin, and passed <br /> unanimously that (1) the NORTH CAROLINA UNIFORM RESIDenTIAL BUILDING CO~E as set out in <br /> the 1964 edition and any and all amendments thereto as published by the North ~roli~' <br /> Building Code Council and the North Carolina Department of Insurance (2) the North <br /> Caeol~ua State Building Code Article XX "Plnmbing" the 1962 edition together with an~ <br /> and all amendments thereto as published by the North Carolina Building Code Council and <br /> North Caro~ua Department of Insurance, and (35 the laWS, rules, and regulations of <br /> the North Carolina State Building Code, Volume 1 General Construction and any and ~11 <br /> amendments thereto be adopted hy Cabarrus County and that all of said laws, rules, and <br /> regulations be made applicable to all buildings to be ~rected in Cabarrus County on and <br /> after the 3 day of July, 1967. <br /> <br /> That ar~ building or buildings erected by an~ person, firm, or corporation where a <br /> registered engineer or architect is employed to supervise such construction shall be <br /> exempt from this county inspection. <br /> <br /> That the Board of Commissioners of Cabarrus County are hereby empowered and authorized <br /> to employ one or more building inspectors to carry out the laws, rules, and regulations <br /> of the State Building Code as adopted by Cabarrus County and to set such salary for said <br /> inspectors as they deem proper. <br /> <br /> That the fee schedule for the services of said building inspectors shall be the same <br /> as the fee schedule now in effect for the city of Concord until such time as a special <br /> fee schedule shall be adopted by the County or altered as the case might be; however, an <br /> additional mileage charge may be made where the distance excees miles fn.~m the city of <br /> Concord. <br /> <br /> <br />
