The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br /> the Courthouse in Concord, North Carolina on Monday, November 4, 1974, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br />The Reverend James M. Armstrong of Trinity United Methodist Church had the invocation. <br />The minutes of the meetings of October 7 and 17, 1974, were read and approved. <br />James Whaley, Director of the Nutrition Project for the Elderly, reported that the <br />state and local health authorities would not approve Two Flags Concession Stand, and <br />therefore; the food contract would progress to the next low bidder, which is <br />Margaret's Grill. <br /> <br /> Upon recommendation by the Department of Human Resources, Commissioner McClary <br /> <br />made motion to proclaim November 18 through 24, 1974, as Project REACH Week. Motion <br /> <br />seconded by Commissioner Gallimore and vote carried. <br /> <br /> After a discussion of a proposed change in Article #19 of the Rules of Procedure <br /> <br />for the Community Relations Commission concerning the attendance of members at meetings, <br /> <br />the matter was tabled. <br /> <br /> Upon recommendation from the Board of Health, Commissioner James made motion that <br /> <br />the new Health Complex be named after the late Dr. J. Roy Hege. Motion seconded by <br /> <br />Commissioner McClary and vote unanimously carried. <br /> <br /> Attorney Boger was instructed to correspond with state authorities and determine <br /> <br />who should have title to the van that had been purchased by the Pilot Club of Kannapolis <br /> <br />to assist with transportation for the mentally disabled. <br /> <br /> Commissioner McClary made motion that the following proclamation be made a part <br /> <br />of the minutes as recommended by the Royal Oaks Optimist Club. Motion seconded by <br /> <br />Commissioner Gallimore and vote carried. <br /> <br /> WHEREAS, the vast majority of the youth are concerned, knowledgeable and <br /> <br /> responsible citizens, and <br /> <br /> WHEREAS, the accomplishments and achievements of these young citizens deserve <br /> recognition and praise of their elders, and <br /> <br /> WHEREAS, Optimist International has for the past 20 years developed and <br /> <br /> promoted a program entitled Youth Appreciation Week, this year to be observed <br /> <br /> November 11-17 and <br /> <br /> WHEREAS, the citizens of CABARRUS COUNTY have indicated a desire to join <br /> <br /> with the Optimists in expressing appreciation and approval of the contributions of <br /> the youth, I, S. Glenn Hawfield, Jr., Chairman, Cabarrus County Board of Commissioners <br /> therefore proclaim November 11-17, 1974, as Youth Appreciation Week in Cabarrus <br /> County. By this action, let it be known that we have faith in the ability of <br /> today's youth as they assume responsible roles in the future of mankind. <br /> <br /> <br />
