The Board of Commissioners for the County of Cabarrus met <br /> <br />in regular session at the Courthouse in Concord, North Carolina <br /> <br />on Thursday, December 8, 1977 at 9:30 A.M. <br /> <br /> Present - Chairman - S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John Hammett <br /> Troy Cook <br /> Marcelle Milloway <br /> <br /> The Reverend Carl Daye of Trinity United Church of Christ <br /> <br />gave the invocation. <br /> <br /> County Manager, Charles McGinnis, asked for nominations for <br />Chairman. Hammett and Hawfield were nominated. Voted for Hawfield - <br />Hawfield, McClary and Cook. Voted for Hammett - Hammett and <br />Milloway. <br /> <br /> County Manager, Charles McGinnis, asked for nominations for <br />vice-chairman. McClary was nominated~ Commissioner Hammett made <br />motion that McClary be elected by acclamation. Vote carried <br />unanimously. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br />McClary and carried, the minutes of the November meetings were <br />approved. <br /> <br /> UPON MOTION of Commissioner Cook, Guy L. Morgan was appointed <br /> deputy dog warden. Motion seconded by Commissioner Hammett and <br /> vote carried. <br /> <br /> UPON MOTION of Chairman Hawfield, R. Wallace Early and Mrs. <br /> Sarah James are re-appointed to the Health Board for three-year <br /> terms beginning January 1, 1978. Motion seconded by Commissioner <br /> McClary. <br /> <br /> UPON MOTION of Commissioner Milloway, a substitute motion was <br /> introduced which moved that all committees and boards be composed <br /> of individuals which would reflect the geography, population, race, <br /> and sex composition of the county. Motion seconded by Commissioner <br /> Hammett. Voted for - Commissioners Hammett and Milloway. Voted <br /> against - Chairman Hawfield, Commissioners McClary and Cook. <br /> Vote on Chairman Hawfield's motion carried unanimously. <br /> chairman Hawfield announced that this was the time and place <br /> for a public hearing on the need for the creation of a housing <br /> authority in Cabarrus County.
