141 <br /> <br /> The Board of Commissioners for the County of Cabarrus met <br /> <br />in regular session at the Courthouse in Concord, North Carolina <br /> <br />on Thursday, May 4, 1978, at 9:30 A.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was given by Reverend Tom Hogan of McGill <br />Avenue Baptist Church. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br />McClary and unanimously carried, the minutes were approved <br />with a correction to page 136, paragraph 2. <br /> <br /> Commissioner Hammett introduced the following resolution <br /> which was read: <br /> <br /> RESOLUTION APPROVING IN PRINCIPLE THE PHILIP <br /> MORRIS INDUSTRIAL AND POLLUTION CONTROL PROJECTS <br /> <br /> WHEREAS: The Cabarrus County Industrial Facilities and <br /> Pollution Control Financing Authority has agreed to assist in <br /> the financing under the North Carolina Industrial and Pollution <br /> Facilities Financing Act (the Act) of an industrial and a <br /> pollution control project by Philip Morris, Incorporated, a <br /> Virginia corporation, in connection with a proposed cigarette <br /> manufacturing plant to be constructed near Concord in Cabarrus <br /> County and indicated that agreement by the completion of Induce- <br /> ment Agreements between the parties dated as of March 28, 1978~ <br /> <br /> WHEREAS: Under G. S. 159C-7 each project must be approved <br /> by the Secretary of the Department of Commerce; and <br /> <br /> WHEREAS: The Rules and Procedures of the North Carolina <br /> Department of Commerce require that the governing body of a <br /> county approve in principle any project to be financed under <br /> the Act; <br /> <br /> NOW, THEREFORE, the Board of Commissioners of the County <br /> <br /> of Cabarrus do the following: <br /> <br /> BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY <br /> OF CABARRUS: <br /> <br /> Section 1.
