150 <br /> <br />The Board of commissioners for the County of Cabarrus <br /> <br />met in regular session at the Courthouse in Concord, North <br /> <br />Carolina on Thursday, June 8, 1978 at 9:30 A.M. <br /> <br />Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br />Commissioners: <br /> <br />Robert A. McClary <br />John A. Hammett <br />Marcelle Milloway <br />Troy R. Cook <br /> <br />The invocation was given by Reverend Ansel McGill of <br /> <br />Franklin Heights Baptist Church. <br /> <br /> UPON MOTION of Commissioner MillowaY, seconded by Commissioner <br />Hammett and'unanimously carried, the minutes for the meetings <br /> <br />of May 4 and May 25 were approved. <br /> <br />Mr. Estus White, Clerk of Court, presented the Board with <br /> <br />two.historical documents, a letter written by Mr. Stephen Cabarrus <br /> <br />and a certificate authorizing Camp Cabarrus as a member of The <br /> <br />Sons of Confederate veterans. The County Manager was authorized <br /> <br />to discuss with Messrs. John Sharpe Hartsell and J. K. Rouse <br /> <br />the possibility of preservation of these documents. <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner <br />McClary and unanimously carried, the following resolution for <br /> <br />Law Enforcement mutual aid was adopted: <br /> <br /> WHEREAS, pursuant to recent 'statutory amendments <br />adopted by the 1977 General Assembly of North Carolina, <br />the~g0verning body of a city.or county may adopt <br />appropriate guidelines for the purpose of lending mutual <br />aid assistance to other County and Municipal law enforce- <br />ment agencies, such authority being codified as Chapter <br />160A, Section 288, of the General Statutes of North <br />Carolina; <br /> WHEREAS, ~pursuant to said law, the law enforcement <br />assistance to 'be rendered authorizes lending officers to <br />work temporarily with officers of ~the requesting agencies,. <br />including in an undercover capacity, and lending equip- <br />ment and supplies; <br /> WHEREAS, it is deemed in .the best interest of Cabarrus <br />County to adopt a reasonable policy and guidelines whereby <br />reciprocal law enforcement assistance can be both rendered <br />to and obtained from other local governmental jurisdictions; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COMMISSIONERS OF CABARRUS COUNTY: <br /> 1. That the Sheriff is hereby authorized to enter <br />into mutual assistance arrangements with other County <br />and Municipal law enforcement agencies provided that the <br />head of the requesting law enforcement agency requests <br />assistance in writing. <br /> · 2. The Sheriff is hereby authorized to permit deputies <br />of the Cabarrus County Sheriff's Department to work temporarily <br />with officers of the requesting agencies including in an <br />undercover capacity, and, to this extent may lend equipment <br />and supplies. <br /> <br /> <br />
