260 <br /> <br /> The Board of Commissioners of the County of Cabarrus, North <br />Carolina, reconvened the regular session of October 5, 1978, at the <br />County Courthouse in Concord, North Carolina, the regular meeting <br />place, at 4:00 P.M. on October 16, 1978, pursuant to Motion of Adjourn-~ <br />ment adopted on October 5, 1978. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Chairman Hawfield stated that the purpose of this adjourned <br />meeting was to award the cablevision franchise to one of the four <br />companies which had submitted proposals. They were: <br /> <br /> Cable Vision Communications, Inc. <br /> Tar River Cable TV, Inc. <br /> American Television and Communications Corporation <br /> Concord-Kannapolis Broadcasting Company <br /> <br /> Chairman Hawfield introduced Mr. Harold McEachern, Mayor of <br />Concord; Mr. Jerry Gwaltney, Concord City Manager; and the City of <br />Concord Board of Aldermen as requesting to hear presentations from <br />Concord-Kannapolis Broadcasting Company and American Television <br />and Communications Corporation. <br /> <br /> Mr. Webster Medlin represented Concord-Kannapolis Broadcasting <br /> Company in making their presentation of the company's goals and ob- <br /> jectives if awarded the cablevision franchise. <br /> <br /> Mr. Fletcher Hartsell spoke for the American Television and <br /> Communications Corporation to state advantages of awarding the fran- <br /> chise to them. <br /> <br /> A lengthy question and answer period followed with Commissioners <br /> and members of the audience questioning the applicants as to services <br /> rendered, costs to consumers, and organization and operation of <br /> cablevision companies. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner <br /> McClary with Commissioner Milloway voting "No" and Commissioner Cook <br /> abstaining, the Board moved to award the following cablevision fran- <br /> chise to Vision Cable Communications, Inc: <br /> <br /> WHEREAS, the Board of Commissioners for Cabarrus County has <br /> adopted an ordinance entitled "An Ordinance Providing for the Grant <br /> of a Franchise for the Construction, Operation, Maintenance, and <br /> Regulation of a Cable Television System", and, <br /> WHEREAS, the Board of Commissioners desire to enter into a <br /> franchise agreement and grant a franchise to Vision Cable Communica- <br /> tion, Inc. <br /> <br /> <br />
