307 The Board of Commissioners for the County of Cabarrus, North Carolina, met in regular session at the Courthouse in Concord, North Carolina, the regular place of meeting on Monday, May 14, 1979, at 9:30 A.M. Present - Chairman Troy R. Cook Commissioners: Ralph C. Bonds Marcelle Milloway James W. Lentz J. Ray Allen The invocation was given by the Reverend Thomas Hogan of the McGill Avenue Baptist Church. There being no corrections or additions to the minutes of April 9, 1979, they were approved as written. Mr. A.E. "Pete" Partridge, Jr., was present to ask for the Commissioners' sponsorship of the July 4th celebration. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board agreed to co-sponsor the July 4th celebration with the City of Concord and directed Bub Cowan, Director of Recreation, to work with John Roberson, City of Concord Director of Recreation, in coor- dinating the day's activities. UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unanimously carried, the Board approved the following resolution: BE IT RESOLVED that the Cabarrus County Board of Commissioners, meeting in regular session on May 14, 1979¥ does instruct the Cabarrus County Health ~/- Department and Building Inspection Department that no septic tank permits or building permits can be issued on any lot or site in the Cabarrus County jurisdictional area unless a certified copy of a preliminary or final sub- division plat, approved by the Planning Board, has been obtained from the Planning Department; or unless a letter written by the Director of the Planning Department signifying that the subject lot or site is in compliance with the Subdivision Regulations has been obtained from the Planning Department. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the following road petition was approved: request for addition - Brafford Drive. UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unanimously carried, the following road petition was approved: request for addition - Ranchway Drive. Commissioner Milloway reported on information which she received while attending the Legislative briefing which was held by the North Carolina Association of County Commissioners. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board approved the submission of the Community Based Alternatives (CBA) and the Juvenile Justice and Deliquency Prevention (JJDP) grants as presented by Mr. Verne Brady of the Juvenile Justice Task Force. Residents of the Winecoff School area were present to complain about the loudness of the amplifying system which is used for sporting events at the school and to request that the volume be reduced. Chairman Cook assured the residents that an investigation would be made to eliminate this problem. Chairman Cook asked if anyone would like to speak for or against the renaming of Piney Grove Lane to Lazy Ridge Lane and the renaming of Jim Kiser Road to Running Brook Road. UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and unanimously carried, the Board approved the renaming of Piney Grove Lane to Lazy Grove Lane and the renaming of Jim Kiser Road to Running"Brook Road. Mr. Charles D. McGinnis, County Manager, reported to the Board that street signs near Hartsell School had been vandalized but that they probably would not be replaced until an investigation by Sgt. Cobb of the Sheriff's Department had been completed. Mr. W.S. Chandler, Jr., Director of Planning, requested the Board's decision as to the number of times a street sign should be replaced if it is continually vandalized. The members of the Board agreed to leave such decisions to the discretion of the Planning Department. Representatives from Rowan Technical Institute were present to ask that the Institute become a part of the County's budget process. Chairman Cook assured Mr. Murdoch and the other representatives that their request would be taken into consideration during the budget sessions. Mr. McGinnis reported on bids which were received for a survey computer and plotter for the Tax Supervisor's office as follows:
