335 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina, on Monday, August 13, 1979, at 9:30 A.M. <br /> Present - Chairman Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The minutes of July 9, 1979, were corrected to include the North Carolina <br />Statewide Family Planning Program Sliding Fee Scale; and the minutes of July 20, <br />1979, were corrected on Page 334. There being no further corrections or additions, <br />the minutes of June 29, July 9, and July 20, 1979, were approved as corrected. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board appointed Mr. Vernon Hasty and Mr. David Desmet, Jr., <br />to serve three (3) year terms on the Harrisburg Zoning Board of Adjustments. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unani- <br />mously carried, the Board appointed Mr. Joe Stallings to serve a three (3) year <br />term on the Harrisburg Planning Board. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Allen and unani- <br />mously carried, the Board approved the road name change of Mainer Drive to Vista <br />Drive. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds with Chair- <br />man Cook and Commissioners Lentz, Bonds and Allen voting for and Commissioner <br />Milloway voting against, the Board appointed Mr. Billy Plummer to serve a three <br />(3) year term on the Cabarrus County Planning Board. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unani- <br />mously carried, the Board appointed Mr. Raiford Troutman to serve a three (3) <br />year term on the Cabarrus County Planning Board. <br /> Chairman Cook stated that this was the hour and date set for a public hear- <br />ing on the proposed road name change of Cal Bost Road to Jim Kiser Road and ask- <br />ed if anyone were present to.speak for or against this road name change. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unani- <br />mously carried, the Board approved the road name change of Cal Bost Road to Jim <br />Kiser Road. <br /> Mr. Homer B. Friday, Jr., representing Camp Cabarrus, Inc., was present to <br />request conveyance of the 63 acres of property known as Camp Cabarrus from <br />Cabarrus County to the Boy Scouts who will take title in the name of Camp Cabar- <br />rus, Inc. <br /> UPON MOTION of Commissioner Bonds, seconded~by Commissioner Allen and unani- <br />mously carried, the Board set 10:30 A.M. at the next regular meeting of the Board <br />for a public hearing on the transfer of the title of Camp Cabarrus from Cabarrus <br />County to the Boy Scouts as authorized by the North Carolina General Assembly in <br />H.B. 759. <br /> Chairman Cook instructed County Attorney John R. Boger, Jr., to study the <br />by-laws of Camp Cabarrus, Inc. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and <br />unanimously carried, the Board set 10:00 A.M. at the next regular meeting of the <br />Board for a public hearing on the proposed road name change of Ru Hin Drive to <br />Raccoon Ridge Trail. <br /> Chairman Cook stated that this was the hour and date set for a public hear- <br />ing on proposed amendments to the Cabarrus County Minimum Lot Size Ordinance by <br />the Planning Board. Mr. W.S. Chandler, Jr., Director of Planning, explained the <br />Planning Board's criteria for the proposed amendments. Mr. Gene S. Holbrooks, <br />M. CoJ. Moss, and Mr. Charlie H. Seahorn, Cabarrus County realtors, were present <br />to speak against the proposed amendments. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds, with <br />Chairman Cook and Commissioners Lentz, Bonds and Allen voting for and Commissioner <br />Milloway voting against, the Board approved the proposed amendments to the Mini- <br />mum Lot Size Ordinance as follows: <br /> <br />AN ORDINANCE OF THE COUNTY OF CABARRUS, <br />NORTH CAROLINA ESTABLISHING MINIMUM LOT <br /> SIZES FOR RESIDENTIAL USES <br /> <br /> WHEREAS, The General Statutes of North Carolina, Section 153-9 (55), provide <br />for the adoption of ordinances to regulate and prevent conditions which are a <br />detriment to the public good; and <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County find it neces- <br />sary to avail itself of these powers for the purposes set forth in the enabling <br />legislation; <br /> <br /> NOW THEREFORE, be it ordained by the Board of County Commissioners of the <br />County of Cabarrus, North Carolina, as follows: <br /> <br /> <br />
