509 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />March 5, 1984, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Mash <br /> Kenneth F. Payne <br /> The invocation was given by Reverend J. H. Weller of the First Nazarene <br />Church in Concord, North Carolina. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the minutes of February 20 and February 22, 1984, <br />were approved as written. <br /> The following nominations were made for appointment to the Industrial <br />Facilities and Pollution Control Financing Authority to fill the positions <br />previously held by Messrs. Robert Brannan and Guy Cress and Ms. Peggy <br />Drye: <br /> <br />Mr. R. M. Faggart - Nominated by Commissioner Barnhardt <br />Mr. Aaron Bost - Nominated by Commissioner Milloway <br />Mr. Leonard Barlow, Jr. - Nominated by Commissioner Nash <br /> <br /> Chairman Lentz nominated Mr. G. E. Lentz to complete the unexpired <br />term of Ms. Imeldia Eller on the Industrial Facilities and Pollution Control <br />Financing Authority. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appointed Messrs. R. M. Faggart, Aaron <br />Bost, and Leonard Barlow, Jr., to the Industrial Facilities and Pollution <br />Control Financing Authority for a six-year term ending January 10, 1990, <br />and appointed Mr. G. E. Lentz to the Authority to complete the unexpired <br />term of Ms. Imeldia Eller ending on January 10, 1986. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Commissioner <br />Milloway with Commissioners Barnhardt and Milloway and Chairman Lentz <br />voting for and Commissioners Nash and Payne voting against, the Board <br />approved the following deletions from the proposed Cabarrus County Sewer <br />Ordinance. <br /> <br />Page 16. Section XVI (b) (1) <br />A charge of $10.00 will be made on accounts which have not been <br />paid by the 10th of the month. <br /> <br />Page 18. Section XVI (d) (2) <br />.... and a charge of $10.00 will be made for each month the account <br />is past due. <br /> <br />Page 18. Section XVI (d) (4) <br />Where service has been discontinued for any reason except~repairs <br />or other necessary work by the Board, the Board shall have the <br />right to refuse service at the same premises to any other applicant <br />who is a member of the family of the former customer or who resides <br />with the former customer on said premises. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash with <br />Commissioners Payne, Nash, and Milloway and Chairman Lentz voting for <br />and Commissioner Barnhardt voting against, the Board approved the <br />following addition to the proposed Sewer Ordinance. <br /> <br />Page 16. Section XVI (b) (1) <br />A charge of five percent (5%) will be made on accounts which have <br />not been paid by the 25th of each month. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Payne <br />with Commissioners Milloway, Payne, and Nash and Chairman Lentz voting for <br />and Commissioner Barnhardt voting against, the Board approved the following <br />change to the proposed Sewer Ordinance. <br /> <br /> Page 18. Section XVI (d) (2) <br /> Second notices shall be mailed to all unpaid accounts not paid <br /> by the 25th of the month. Sewer charges will be considered past <br /> due without further notice on accounts that have not been paid <br /> by the 25th of each month, and a five percent (5%) penalty will be <br /> made each month the account is unpaid. <br /> <br /> <br />
