452 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />June 2, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> Mr. Charles D. McGinnis, County Manager, reported that the Board <br />would need to appropriate $321.00 from the Contingency Fund to provide <br />local funding required for the Community Based Alternatives Grant Appli- <br />cation for the Uwharrie Group Home Program. This grant application, along <br />with applications for the Temporary Shelter Care Project and the Schools <br />Survival Program, was approved by the Board at its last Board meeting. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and <br />unanimously carried, the Board appropriated $321.00 from the Contingency <br />Fund to provide the local funding for the Community Based Alternatives <br />Grant application for the Uwharrie Group Home Program. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of May 19, 20, and 27, 1986, were <br />approved as written. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board granted permission to Cannon Village <br />for a fireworks exhibit on July 5, 1986, in downtown Kannapolis as requested <br />by Ms. Lynne Scott, Executive Vice-President of Atlantic American Properties, <br />Inc. The fireworks exhibit will be under the supervision of Mr. Gary <br />Partlow, pyrotechnic expert with Southern International Fireworks, Inc., <br />and will be covered by insurance in the amount of $3 million. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board adopted the following Memorandum of <br />Agreement between the North Carolina Agricultural Extension Service/North <br />Carolina State University and Cabarrus County. <br /> <br />Contract No. <br /> <br /> MEMORANDUM OF AGREEMENT <br /> Between the <br />North Carolina Agricultural Extension Service/ <br /> North Carolina State University <br /> and <br /> Cabarrus County <br /> <br /> The Memorandum of Agreement is to provide for the establishment of a <br />procedure and a Trust Fund Account at NC State University to be of service <br />to Cabarrus County in a payroll program that places individuals who are <br />jointly employed with the North Carolina Agricultural Extension Service <br />under one payroll system. Cabarrus County, hereinafter designated the <br />County, and the North Carolina Agricultural Extension Service/North <br />Carolina State University, hereinafter designated NCSU, shall adhere to <br />the following provisions: <br /> <br />Name of Account - The account shall be known as the Cabarrus County <br />Payroll Trust Account. <br />Purpose of Account - The purpose of the account is to provide a <br />mechanism whereby funds can be transferred from the County to NCSU <br />for use in paying the salary and benefits to joint employees of the <br />County and NCSU in a single monthly paycheck. <br />Procedure for Providin~ Funds to the Account - A designated represen- <br />tative of Cabarrus County will receive a telephone call from the <br />Extension Personnel Office approximately one week before payday <br />advising the amount due. The county will immediately wire funds to <br />Wachovia Bank Account No. 9-000-345 and will send a copy of the wire <br />transfer to Extension Personnel, Box 7602, Raleigh, NC 27695-7602. <br />The trust account maintained for county salaries will be audited and <br />reconciled by the Extension Auditing office to assure the month end <br />account balance remains zero. <br />Administration of the Account - The trust account will be maintained <br />in accordance with NCSU accounting policies and procedures.
