474 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina, on <br />Monday, June 16, 1986, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Mr. Rickard Rodgers, immediate past <br />President of the Kannapolis Chamber of Commerce. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the minutes of June 2, 5, 9, and 10, 1986, were <br />approved as written. <br /> Mr. Charles D. McGinnis, County Manager, reported that Mr. Ralph <br />Johnston, Jr., educational representative on the Centralina Private <br />Industry Council, had indicated his willingness to continue to serve on <br />that Council. Mrs. Margaret Moses, the private sector representative on <br />the Private Industry Council and the current President of the Concord/ <br />Cabarrus County Chamber of Commerce, was present at the meeting and <br />declined reappointment to the Council. The Board asked that Mrs. Moses <br />submit a recommendation from the Chamber of Commerce for appointment to <br />the Private Industry Council. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board reappointed Mr. Ralph Johnston, Jr., <br />to the Centralina Private Industry Council as the educational represen- <br />tative for a term of two years ending June 30, 1988. <br /> Commissioner Upright nominated Ms. Millie Almond for reappointment <br />to the Region F Emergency Medical Services Advisory Council. Commissioner <br />Barnhardt nominated Mr. Steve Cook for appointment to the Advisory <br />Council to fill the position currently held by Mr. Jim Allison. Mr. <br />Allison had indicated to Mr. B. H. Mabrey, Sr., Emergency Services <br />Director, that he did not wish to be reappointed to this position. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, nominations to the Region F Emergency Medical <br />Services Advisory Council were closed. <br /> The Board reappointed Ms. Millie Almond and appointed Mr. Steve <br />Cook to the Region F Emergency Medical Services Advisory Council for a <br />term of two years ending June 30, 1988. <br /> UPON MOTION of Commissioner Barnhardt, seconded by Chairman Lentz <br />and unanimously carried, the Board appointed Ms. Lillian Goodman to the <br />Concord Planning and Zoning Commission as the extraterritorial juris- <br />dictional member for a term of three years ending June 30, 1989. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board by resolution approved the addition <br />of Fritzvon Drive to the State road system. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board set a public hearing for 7:00 P.M. on <br />Thursday, July 10, 1986, for the naming of an unnamed road to Dileen <br />Drive. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne <br />and unanimously carried, the Board granted permission for a fireworks <br />display at Carolina Mall at 9:30 P.M. on July 3, 1986, with an alternate <br />date of July 8, 1986, and for a fireworks display at Frank Liske Park at <br />9:00 P.M. on June 21, 1986, in conjunction with SuperDay '86. The <br />fireworks display at Carolina Mall will be conducted by Southern Inter- <br />national Fireworks, Inc., and has insurance coverage of $3 million. The <br />fireworks display at Frank Liske Park will be conducted by Zambelli <br />Brothers Fireworks Company and has insurance coverage of $1 million. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board set a public hearing for 10:00 A.M. <br />on Monday, July 7, 1986, regarding the Fieldcrest Cannon industrial <br />development revenue bond application to the Cabarrus County Industrial <br />Facilities and Pollution Control Financing Authority. <br /> Mr. Steve Little, Recreation Director, presented the annual request <br />for funding from the North Carolina Arts Council's Grassroots Fund. He <br />explained that the Parks and Recreation Department was requesting <br />$2,500.00 to help fund three part-time positions for the Cabarrus Youth <br />Theatre which is sponsored by the Department each year. Mr. Little <br />stated that the matching funds of $5,000.00 would be provided through <br />ticket sales. <br /> <br /> <br />
