481 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />July 7, 1986, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Archie Y. Barnhardt <br /> Marcelle M. Upright <br /> The invocation was given by Reverend James B. Holderness of the First <br />Presbyterian Church of Concord, North Carolina. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and <br />unanimously carried, the minutes of June 13 and 16, 1986, were approved as <br />written. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and <br />unanimously carried, the Board granted permission to National Costumers <br />Association, Inc., for a fireworks display at the Charlotte Motor Speedway on <br />July 19, 1986, at 9:30 P.M. subject to the receipt of the proper insurance <br />certification. The fireworks display will be under the supervision of Mr. <br />Gary Partlow, licensed pyrotechnician with the Southern Fireworks Company. <br /> A certificate of insurance in the amount of $3 million for the fireworks <br />display on July 19 was received later in the meeting. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne and <br />unanimously carried, the Board designated Chairman Lentz as the voting <br />delegate for Cabarrus County at the 79th Annual Conference of the North <br />Carolina Association of County Commissioners to be held in Winston-Salem on <br />August 14-17, 1986. <br /> 'Chairman Lentz reported that he had received a letter from the North <br />Carolina Department of Human Resources stating that the annual inspection of <br />office space, equipment, and facility had revealed that the Department of <br />Social Services is not in compliance with minimum state standards. He stated <br />that the deficiencies related to minimum space requirements for the number of <br />employees and adequate filing space. This matter was referred to the County <br />Manager. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby and <br />unanimously carried, the Board appointed Mr. Kurt D. Wessler of Northwest <br />High School as the Youth Representative on the Cabarrus County Parks and <br />Recreation Advisory Commission for a term of one year ending July 31, 1987. <br /> The Board received the recommendation from Ms. Margaret Moses, President <br />of the Concord/Cabarrus County Chamber of Commerce and former member of the <br />Centralina Private Industry Council, for the appointment of Ms. Jean Pherigo <br />to the Council. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board appointed Ms. Jean Pherigo as the Private <br />Sector representative on the Centralina Private Industry Council as recom- <br />mended by Ms. Margaret Moses. The two-year term of appointment will expire <br />on June 30, 1988. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board reappointed Mr. Kenneth P. Griffin and Mrs. <br />Marion F. Durham to the Harrisburg Zoning Board of Adjustment as extra- <br />territorial jurisdictional members for a three-year term ending July 1, 1989. <br /> Mr. Robert Farris, Environmental Health Supervisor, reviewed the pro- <br />posed Task Order No. 3 submitted by Camp Dresser & McKee for professional <br />engineering services related to the preparation of a permit amendment appli- <br />cation and operations plan for the County's landfill. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board authorized the following Task Order No. 3 <br />between Cabarrus County and Camp Dresser & McKee for professional services. <br /> <br /> TASK ORDER NO. 3 <br /> BETWEEN <br /> OWNER AND ENGINEER <br /> FOR <br /> PROFESSIONAL SERVICES RELATED TO <br /> CABARRUS COUNTY SOLID WASTE PROGRAM <br />FURTHER DESCRIPTION OF BASIC SERVICES, DUTIES OF OWNER, <br /> METHOD OF PAYMENT, AND RELATED SERVICES <br /> <br /> <br />
