February 3, 2014 (Work Session) Page 1912 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 3, 2014 at 4 :00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:04 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda. <br />Additions: <br />Discussion -- No Action <br />3.1 County Manager - Update on CCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Discussion Items for Action at February 17, 2014 Meeting <br />4.1 Cabarrus County Schools - School Resource Officers <br />4.7 Finance - Discussion of Agenda Items from January 30, 2014 Meeting <br />4.8 Cabarrus County Schools - Request for Royal Oaks Elementary School Roof <br />Project <br />Supplemental Information: <br />Discussion - No Action <br />3.2 Communications and Outreach - Continued Discussion on 2014 Community <br />Survey <br />• Draft Community Survey <br />Discussion Items for Action at February 17, 2014 Meeting <br />4.3 EMS - Approval of EMS Co- location with Harrisburg Fire Station 3 <br />• Budget Amendment <br />4.5 Planning and Development - Soil and Water Conservation District <br />- Application to the Federal Farm and Ranch Lands Protection Program <br />• Application Packet <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />amended. <br />Chairman Poole recognized Margie Bukowski, Senior Vice President of <br />Economic Development, Cabarrus Economic Development Corporation and Patrick <br />Coughlin, the new President and CEO of the Cabarrus Regional Chamber of <br />Commerce. <br />Mr. Coughlin introduced himself and advised the Chamber's direction <br />will be determined over the next few months as he receives input from <br />community leaders and businesses. <br />Discussion Items - No Action <br />County Manager - Update on CCS QSCB (Qualified Schools Construction Bonds) <br />Projects <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS.
