February 17, 2014 (Regular Meeting) Page 1919 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 17, 2014, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Absent - Commissioner <br />Christopher A. Measmer <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 6:31 p.m. <br />Girl Scout Troop 1486 from New Life Baptist Church in Concord conducted <br />the Flag Ceremony. Scouts participating were: Kennedi St. John, Taylor <br />David, Madison Vandross, Jaiden Harrison, Alexis Flowers, Octavia Daye, <br />Aamira Smith, Kaylah Hill, Kayla Vazquez, TyDasia Davis, Imajin Graham. <br />Reverend David Raiford from Mt. Mitchell United Methodist Church in <br />Kannapolis delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the minutes of <br />January 5, 2014 (Work Session), January 21, 2014 (Regular Meeting) and <br />January 24, 2014 (Retreat) as written. <br />APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions: <br />Reports <br />I -1 Cabarrus County Schools (CCS) - One -Time Funding Update <br />Closed Session <br />L -1 Closed Session - Pending Litigation <br />Supplemental Information: <br />Old Business <br />E -1 Human Services - NC FAST Update <br />Update <br />Removed: <br />New Business <br />G -2 Cabarrus County Schools - School Resource Officers <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the Agenda as <br />amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -l) EMS - Recognition of EMS Service Award Recipients <br />Alan Thompson, EMS Director, recognized Paramedic Mary Richardson as <br />recipient of the EMS Star of Life Award and Paramedic Crew Chief James <br />Maneval. as recipient of the EMS Service Award. He also highlighted their <br />credentials and accomplishments, commending them for their excellent service <br />with the EMS. <br />(C -2) EMS - Recognition of EMS Personnel for Successful Cardiac Arrest <br />Resuscitation <br />Alan Thompson, EMS Director, advised in April 2012, changes were made <br />to how cardiac arrest was approached in Cabarrus County. He stated a pit <br />crew approach was implemented to the management of cardiac arrest patients <br />with a team driven by first responders, EMS providers, healthcare <br />professionals and an initiative to educate the community in CPR.
