March 12, 2014 (Special Meeting) Page 1942 <br />The Board of Commissioners for the County of Cabarrus met for a Special <br />Meeting in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Wednesday, March 12, 2014 at 4:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:31 p.m. <br />Approval of Agenda <br />UPON MOTION Of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the agenda as presented. <br />Countv Manager - Discussion of November Bond Referendum for CCS. KCS and RCCC <br />Kannapolis City Schools (KCS) <br />The following representatives for Kannapolis City Schools were <br />introduced: Todd Adams, KCS Board of Education Chair; KCS Board of Education <br />Members Charles Mitchell, Doris Buchanan and Dr. Chip Buckwell; Will <br />Crabtree, KCS Director of Business Operations; and Dr. Pamela Cain, KCS <br />Superintendent. <br />The Board received the following resolution from Kannapolis City <br />Schools Board of Education: <br />KANNAPOLIS CITY SCHOOLS BOARD OF EDUCATION <br />RESOLUTION IN SUPPORT OF BOND REFERENDUM <br />WHEREAS, the enrollment of the Kannapolis City Schools continues to <br />increase and now exceeds 5,000 students; <br />WHEREAS, Cabarrus County is obligated to provide adequate school <br />facilities for Kannapolis City residents by providing funding for <br />constructing new, expanding or renovating various school buildings and <br />facilities in Kannapolis City; <br />City; <br />WHEREAS, adequate school facilities are not now available in Kannapolis <br />WHEREAS, Kannapolis City Schools has currently identified constructing, <br />expanding, renovating and repair needs that exceed $30 million and continue <br />to grow. Tt is necessary to provide funding for the most immediate needs in <br />Kannapolis City as addressed in this resolution; <br />WHEREAS, it is necessary to provide additional school facilities by <br />constructing, expanding and renovating various school buildings and <br />facilities in Kannapolis City; <br />WHEREAS, it is necessary to construct a new Middle School to ease the <br />overcrowding at the Elementary level; WHEREAS, portions of A.L. Brown High <br />School are badly deteriorated and need to be renovated; <br />WHEREAS, Woodrow Wilson Elementary and Jackson Park Elementary do not <br />have adequate gym facilities and are in need of renovation; <br />WHEREAS, system wide parking lots are deteriorated and in need of <br />repair; <br />WHEREAS, estimated cost of these projects is $31,135,000.00; <br />WHEREAS, a bond referendum is an appropriate way to finance these <br />projects; and <br />WHEREAS, the Kannapolis City Board of Education wishes to work together <br />with the Cabarrus Board of County Commissioners in presenting a bond <br />referendum to the public which will address these critical capital needs. <br />
