May 5, 2014 (Work Session) Page 1999 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 5, 2014 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Approval of Agenda <br />Chairman Poole presented the following changes to the Agenda: <br />Supplemental Information - Discussion Items - No Action <br />3 -1 County Manager - Presentation of Water and Sewer Authority of Cabarrus <br />County Master Plan <br />• Presentation <br />UPON MOTION of Commissioner Morris, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />County Manager - Presentation of Water and Sewer Authority of Cabarrus County <br />Faster Plan <br />Coleman Keeter, Water and Sewer Authority of Cabarrus County (WSACC) <br />Executive Director, stated the WSACC recently adopted a new Water and Sewer <br />Master Plan. This plan was commissioned by the WSACC Board of Directors. He <br />advised the Water and Sewer Master Plan is a new plan that reflects the <br />probable needs for adequate water and sewer provision for the municipalities <br />within the county. The Plan was unanimously approved by the WSACC Board of <br />Directors. He stated the Water and Sewer Master Plan represents hundreds of <br />hours of work by WSACC staff, consultants and by the municipal staffs. <br />Tim Kiser, WSACC Engineering Director, presented a summary of the <br />planning process and advised a consultant team was hired to help prepare the <br />plan. <br />John McLaughlin, GHD Consulting Services, Inc.; Jake Petrosky and Meg <br />Nealon of LandDesign; and Chuck Willis, Willis Engineers, Inc. presented a <br />PowerPoint presentation of the Water and Sewer Master Plan. The WSACC Water <br />and Sewer Master Plan was prepared by the consultant team which included <br />LandDesign, GHD Consulting Services, Inc. and Willis Engineers, Inc. <br />The WSACC FY2012 -13 Master Plan Presentation to Member Jurisdictions - <br />Spring 2014 included the following information: <br />• Process <br />• Basis of the Plan <br />• Highlights of the Plan <br />• Benefits to Jurisdictions <br />• Next Steps <br />• Growth Model <br />• Sewer Model <br />• Forecasts Summary <br />• Population Projections <br />Chairman Poole thanked Jonathan Marshall, Deputy County Manager, for his <br />part of overseeing the project. <br />A discussion ensued. Issues addressed included fire hydrants to the <br />NorthEast and Cold Water fire districts; sewer services to the Midland area; <br />etc. <br />
