June 16, 2014 (Regular Meeting) <br />Page 2069 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 16, 2014, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pawn Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 704 from Roberta United Methodist Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: Dawson Hagg, Sam <br />Wiktorek, Nick Zambuto, Daniel Zambuto and Ethan Suchanoff. <br />Chaplain Bernie Loos from the Cabarrus County Sheriff's Office <br />delivered the invocation. <br />APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Oesterreich, seconded by Commissioner <br />Morris and unanimously carried, the Board approved the minutes of April 15, <br />2014 (Special Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Additions - New Business <br />G -4 County Manager - Introduction of General Obligation Bond Orders for <br />Schools and Community College <br />Supplemental Information - New Business <br />G -3 Finance - Proposed Funding for Kannapolis Middle School <br />+ Budget Amendment <br />Commissioner Oesterreich MOVED to <br />Consent Item "F -3 Finance - Update of <br />Budget and Related Project Ordinance <br />Business for discussion. Commissioner <br />MOTION was unanimously carried. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />further amend the Agenda by moving <br />the Construction and Renovation Fund <br />for RCCC Renovation Project" to New <br />Measmer seconded the motion and the <br />(C -1) Active Living and Parks Department - Recognition of Perdue Farms <br />Donnie Broome, Active Living and Parks Commission Chair, recognized <br />Perdue Farms, their employees and families who have donated their time and <br />effort as a service to the community. He reported, for the past five years, <br />Perdue Farms has volunteered to do clean -up at Frank Liske Park for their <br />annual work project. Each year approximately 40 -50 employees and family <br />members work from 9:00 a.m. until 12:00 noon. They pick up trash and debris <br />from the streams, lake shore, and throughout the park where needed. <br />Approximately 615 hours have been logged by Perdue Volunteers over the last 5 <br />years at a value of $12,939.00 to Cabarrus County on this annual project. <br />Perry Gabriel, Active Living and Parks, Program Manager, presented a <br />plaque of appreciation to Perdue Farms representatives John Rogers, Complex <br />Human Resources Manager and Ciela Vargas, Associate Relations Representative. <br />Chairman Poole commended Perdue Farms, their employees and families for <br />their service to the county. <br />(C -2) Active Living and Parks - Recognition of an Eagle Scout Project <br />Donnie Broome, Active Living and Parks Commission Chair, recognized <br />Eagle Scout Zach Hagg of Troop 704 from Roberta United Methodist Church, for <br />his Eagle Scout Project. Zach chose to construct garden plots in a defined <br />area of the community garden at Frank Liske Park for his Eagle Scout Project. <br />Zach provided all materials (donated or purchased through fund raising), <br />
