August 18, 2014 (Regular Meeting) <br />Page 2.2 3 9 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 18, 2014, at <br />6:30 p.m. <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: Larry M. Burrage <br />Commissioners: Stephen M. Morris <br />Jason A. Oesterreich <br />Absent - Commissioner: Christopher A. Measmer <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam. Dubois, Deputy County Manager; and Megan Smit, Clerk to the <br />Board. <br />Chairman Poole called the meeting to order at 6:32 p.m. <br />Chairman Poole led the Pledge of Allegiance. <br />Reverend James Buckner from Gilwood Presbyterian Church in Concord <br />delivered the invocation. <br />(A) APPROVAL OR- CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the minutes of May <br />27, 2014 (Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. <br />Supplemental Information: <br />New Business <br />G -1 Active Living and Parks - Department Ordinance Related to NCGS 14- <br />415.23 <br />Ordinances <br />Site Map <br />Removed: <br />Closed Session <br />L -1 Closed Session - Pending Litigation <br />In addition to the aforementioned changes to the Agenda, Vice Chairman <br />Burrage MOVED to add Item E -2 (School Nurse Funding) to Old Business. <br />Commissioner Morris seconded the motion and the MOTION to amend the Agenda <br />with the aforementioned changes was unanimously carried. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cooperative Extension - _Recognition of Carl Pless for National <br />Distinguished Service Award <br />Robert Furr, County Extension Director, recognized Carl Piess, <br />Agricultural Extension Agent, for receiving the Distinguished Service Award <br />at the National Association of County Agricultural Agents annual meeting in <br />Mobile, Alabama in July. He highlighted a number of Mr. Pless's <br />accomplishments, stating Mr. P1ess will celebrate his 28' year as the <br />Agricultural Extension Agent in Cabarrus County this November. <br />Mr. P1ess expressed appreciation for the opportunity to work with <br />farmers in Cabarrus County. <br />(C -2) Human Services - Child Support Month <br />Ben Rose, Human Services Director, requested the Board proclaim the <br />month of September as Child Support Awareness Month. He stated the Cabarrus <br />County Child Support Division works daily to collect financial and medical <br />support from parents who are not in the home to ensure the health and <br />wellness of children within the county. Child Support is a federally <br />mandated program that collects over $10 million a year on behalf of children. <br />The division works closely with law enforcement, clerks of court, attorneys, <br />and courts to establish orders for support and to properly enforce them. <br />Chairman Poole read the proclamation aloud. <br />
