February 1, 2013 (Board Retreat) Page 1398 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in Helm's Hall at Camp T. N. Spencer in Concord, North Carolina on <br />Friday, February 1, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />H. Jay White, Sr. <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Megan Smit, Clerk to the <br />Board; and Angela Poplin, Deputy Clerk to the Board. <br />The following persons were also present: <br />Cabarrus County Staff - Angela Talley, Child Support Supervisor; Ann <br />Wilson, Finance Director; Ben Rose, Human Services Director; Kasia Thompson, <br />Communications and Outreach Manager; Kathy Mowrer, Social Work Program <br />Administrator; Kelly Sifford, Planning and Development Director; Londa <br />Strong, Active Living and Parks Director; Makenzie Mullinax, Mt. Pleasant <br />Senior Center Program Coordinator; Paarth Mehta, Budget Analyst; Pam Graham, <br />Admin Officer; Randy Bass, Transportation Director; and Trish Baker, Economic <br />Services Program Administrator. <br />Independent Tribune - Mark Plemmons <br />Chairman Poole called the meeting to order at 4:09 p.m. <br />Welcome and Introductory Remarks <br />County Manager Mike Downs welcomed staff and guests to Camp Spencer and <br />reviewed the retreat agenda for the next two days. <br />Megan Smit, Clerk to the Board, arrived at 4:16 p.m. and was present <br />for the remainder of the meeting. <br />Impact of Demographic Trends on Provided Services <br />John Chesser, Senior Analyst for UNC Urban Institute, presented a <br />PowerPoint presentation on the impact of demographic trends on public <br />services. The report, Cabarrus County Growth and Development, included the <br />following information: <br />• Demographics - Population Growth <br />• Growth in National Context <br />• Charlotte Region Population Growth <br />• Regional and County Growth 2000 -2010 <br />• Population Changes <br />• Hot Spots of Growth <br />• Changes in Demand for Housing Types <br />• Future Growth & Development <br />• Effect on Government Services <br />Throughout the presentation there was discussion with Mr. Chesser <br />responding to a variety of questions from the Board. <br />Break <br />The Board took a short break from 5:22 p.m. to 5:31 p.m. <br />Strategic Plan for Human Services <br />Ben Rose, Human Services Director, presented an overview of the <br />transition of Human Services with the Department of Social Services, <br />Department of Aging and Active Living and Parks Department. He advised <br />Department of Social Services and Department of Aging combined their intake <br />process, which allowed for the development of the Community Resource <br />Connection (CRC). He stated CRC will be a one -stop portal of service <br />providers for seniors. Rose also stated the transition allowed for the <br />consolidation of adult daycare services that were previously offered by both <br />the Department of Aging and the Department of Social Services. During the <br />presentation, he responded to questions from the Board. Topics addressed <br />were as follows: Community Alternative Program (CAP); continued consolidation <br />
