May 30, 2013 (Recessed Meeting) <br />Page 1560 <br />The Board of Commissioners for the County of Cabarrus met for a <br />recessed session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, May 30, 2013 at 4:00 p.m. <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: H. Jay White, Sr. <br />Commissioners: Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Jonathan Marshall, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Ann Wilson, Finance <br />Director; Paarth Mehta, Budget Analyst; and Megan Smit, Clerk to the Board. <br />Commissioner Morris left the meeting after the Mt. Pleasant Volunteer <br />Fire Department presentation at 6:34 p.m. and was absent for the remainder of <br />the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:03 p.m. <br />Chairman Poole' requested the second agenda item, Arts Council - <br />Presentation of FY 2014 Budget Request, be moved up to allow time for the <br />County Attorney to arrive. <br />Arts Council - Presentation of FY 2014 Budget Request <br />Noelle Rhodes Scott, Executive Director of the Cabarrus Arts Council, <br />presented information related to the Arts Council FY 14 budget request <br />totaling $26,000.00. Ms. Scott and Betsy Liles, Cabarrus Arts Council Chair, <br />responded to a variety of questions from the Board. Several members of the <br />Cabarrus Arts Council Board of Directors were also in attendance. <br />County Manager - Set a Public Hearing Regarding Tax - Exempt Bonds to be issued <br />on Behalf of Carolina International School <br />Richard Koch, County Attorney, presented a request to set a public <br />hearing regarding tax - exempt bonds to be issued on behalf of Carolina <br />International School. He advised there is no obligation to the county <br />outside of setting and holding the public hearing. He stated the public <br />hearing needs to be held to fulfill the requirements of Section 147(f) of the <br />Internal Revenue Code of 1886, in regards to the issuance of tax - exempt bonds <br />by the Public Finance Authority. He further stated, due to a 14 -day notice <br />requirement for the public hearing notice, the Board will need to suspend its <br />Rules of Procedures and schedule the public hearing for the June 17, 2013 <br />regular meeting. <br />A brief discussion ensued. In response to a question from the Board, <br />Mr. Koch stated the school will publish the notice in the newspaper and the <br />County will post a notice on the website. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on the item due to time constraints. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Measmer <br />and unanimously carried, the Board set a public hearing for June 17, 2013 on <br />behalf of Carolina International School for the consideration of the issuance <br />of tax - exempt bonds by the Public Finance Authority. <br />Vice Chairman White requested Mr. Koch notify the school to supply <br />representation at the June 17 meeting to answer any questions. <br />CVB /Tourism Authority - Presentation of FY 2014 Budget Request <br />Donna Carpenter, President /CEO of the Convention and Visitors Bureau <br />(CVB), reviewed past events and upcoming events, noting their economic impact <br />on Cabarrus County. She also presented new CVB Destination Guides to the <br />Board. <br />Tourism Authority Chairman and Great Wolf Lodge General Manager, Phil <br />Cunningham, reported the Authority approved the budget on April 24, 2013. He <br />also reported on a feasibility study regarding an extension on Highway 49. <br />John Mills, CVB Executive Vice President, presented a general overview <br />of the CVB's FY 14 budget totaling $3,945,654.00 and responded to questions <br />from the Board. <br />
