May 24, 2012 (Recessed Meeting) <br />Page 1093 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Thursday, May 24, 2012, at 4:00 p.m. <br />Present - Chairman: Elizabeth F. Poole <br />Vice Chairman: Larry M. Burrage <br />Commissioners: Robert W. Carruth <br />Christopher A. Measmer <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Pam Dubois, Deputy County <br />Manager, Jonathan Marshall, Deputy County Manager, Richard M. Koch, County <br />Attorney and Kay Honeycutt, Clerk to the Board. <br />Commissioner Measmer arrived at 4:12 p.m. and was present for the <br />remainder of the meeting. The County Attorney arrived at 6 p.m. and was <br />present for the remainder of the meeting. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:05 p.m. <br />Economic Development Corporation - Presentation of the Proposed FY 13 Budget <br />Request <br />John Cox_, on behalf of the Board of Directors for the Cabarrus Economic <br />Development Corporation (EDC), presented the EDC's FY 13 proposed budget <br />totaling $262,000.00. He also requested an additional $50,000.00 in new <br />funding for the follow projects: a Small Business Entrepreneurial <br />Development Plan Revision - $20,000.00, a Young Entrepreneurs Academy - <br />$21,000.00, etc. Mr. Cox responded to a variety of questions from the Board <br />and noted increased funding from Concord and Kannapolis is anticipated. <br />Mike Downs, County Manager, advised the $50,000.00 is already included <br />in his recommended budget, should the Board choose to endorse the additional <br />funding request. <br />Cabarrus Visitors Bureau (CVB) - Presentation of the Proposed FY 13 Budget <br />Request <br />Donna Carpenter, President /CEO of the Convention and Visitors Bureau <br />(CVB), reviewed upcoming events and past events, noting their individual <br />economic impact to Cabarrus County. <br />John Mills, CVB Executive Vice President, presented a general overview <br />of the CVB's FY 13 budget totaling $4,251,489.00 and responded to questions <br />from the Board. <br />Tourism Authority Chairman, Terry Crawford, reported the Authority <br />approved the budget on April 25, 2012 and responded to a variety questions <br />from the Board. <br />UPON MOTION of Commissioner White seconded by Vice Chairman Burrage and <br />unanimously carried, the Board approved the Tourism Authority's FY 13 budget <br />totaling $4,251,489.00 in accordance with Article IV, Room Occupancy and <br />Tourism Development Tax, Tourism Authority, of the Cabarrus County Code of <br />Ordinances. <br />Cabarrus County Schools - Presentation of the Proposed FY 13 Budget Request <br />Mr. Lynn Shue, Cabarrus County Board of Education Chair, expressed <br />appreciation for the Commission's financial support over the years.
