January 3, 2011 (Work Session) Page 268 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 3, 2011 at 3:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John D. Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:33 p.m. <br />Approval of Agenda and Additional Agenda Items <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as presented. By the <br />same vote, the Board approved the placement of the following items on the <br />January 18, 2011 Agenda: <br />Recognitions and Presentations <br />• County Manager - Carolina Farm Stewardship Association - Cabarrus <br />County Awarded Institution of the Year <br />Old Business <br />• APPAC - Resolution Pertaining to Future of Animal Shelter in Cabarrus <br />County - Tabled from December <br />Consent Agenda <br />• Library - FY 2012 LSTA Grant Application <br />• Parks Department - Approval of the Matching Incentive Grant Requests - <br />Phase II for FY 2010 -2011 and Adoption of Related Budget Amendment <br />• Tax Administration - Refund and Release Report - December 2010 <br />Appointments to Boards and Committees <br />• Appointments - Department of Aging Advisory Board <br />• Appointments - Firemen's Relief Fund Trustees <br />Reports <br />• EDC - Quarterly Update for the Period of October - December 2010 <br />• Request for Applications to County Boards /Committees <br />APPAC - Resolution Pertaining to Future of Animal Shelter in Cabarrus County <br />- Tabled from December <br />Commissioner Carruth reported the Animal Protection and Preservation <br />Advisory Committee (APPAC) is scheduled to meet Monday, January 10 and that a <br />final resolution should be ready for the Board to review at the regular <br />meeting. He also thanked Commissioners Measmer and Burrage for providing <br />research materials. <br />Chairman White asked that the Board be kept apprised by the Committee's <br />action on the resolution. <br />Commerce - APF VMP Adjustment for CY 2011 <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information and responded to questions from the Board. <br />Pursuant to the Cabarrus County Zoning Ordinance Section 15 -9.7, <br />"Mitigation measures that involve the payment of money to the <br />County or School District to defray the per -unit impacts of <br />school facilities must be based on calculated capital costs <br />associated with new construction. The capital costs shall be re- <br />assessed every five years. The Board of Commissioners shall adopt <br />the minimum mitigation amount based upon that calculation and the <br />annual rate of inflation. The Marshall and Swift valuation <br />service shall be the index used to calculate the rate of <br />inflation. The minimum amount of the Voluntary Mitigation <br />
