January 3, 2011 (Work Session) Page 268 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, January 3, 2011 at 3:30 p.m. Present - Chairman: Vice Chairman: Commissioners: H. Jay White, Sr. Elizabeth F. Poole Larry M. Burrage Robert W. Carruth Christopher A. Measmer Also present were John D. Day, County Manager; Richard Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to the Board. Call to Order Chairman White called the meeting to order at 3:33 p.m. Approval of Agenda and Additional Agenda Items UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer and unanimously carried, the Board approved the Agenda as presented. By the same vote, the Board approved the placement of the following items on the January 18, 2011 Agenda: Recognitions and Presentations • County Manager - Carolina Farm Stewardship Association - Cabarrus County Awarded Institution of the Year Old Business • APPAC - Resolution Pertaining to Future of Animal Shelter in Cabarrus County - Tabled from December Consent Agenda • Library - FY 2012 LSTA Grant Application • Parks Department - Approval of the Matching Incentive Grant Requests - Phase II for FY 2010 -2011 and Adoption of Related Budget Amendment • Tax Administration - Refund and Release Report - December 2010 Appointments to Boards and Committees • Appointments - Department of Aging Advisory Board • Appointments - Firemen's Relief Fund Trustees Reports • EDC - Quarterly Update for the Period of October - December 2010 • Request for Applications to County Boards /Committees APPAC - Resolution Pertaining to Future of Animal Shelter in Cabarrus County - Tabled from December Commissioner Carruth reported the Animal Protection and Preservation Advisory Committee (APPAC) is scheduled to meet Monday, January 10 and that a final resolution should be ready for the Board to review at the regular meeting. He also thanked Commissioners Measmer and Burrage for providing research materials. Chairman White asked that the Board be kept apprised by the Committee's action on the resolution. Commerce - APF VMP Adjustment for CY 2011 Susie Morris, Planning and Zoning Manager, presented the following information and responded to questions from the Board. Pursuant to the Cabarrus County Zoning Ordinance Section 15 -9.7, "Mitigation measures that involve the payment of money to the County or School District to defray the per -unit impacts of school facilities must be based on calculated capital costs associated with new construction. The capital costs shall be re- assessed every five years. The Board of Commissioners shall adopt the minimum mitigation amount based upon that calculation and the annual rate of inflation. The Marshall and Swift valuation service shall be the index used to calculate the rate of inflation. The minimum amount of the Voluntary Mitigation
