January 18, 2011 (Regular Meeting) Page 274 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 18, 2011, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Robert W. Carruth <br />Christopher A. Measmer <br />Absent - Commissioner: <br />Larry M. Burrage <br />Note: Commissioner Burrage was absent due to illness. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Junior Girl Scout Troop 97 from Kerr United Methodist Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: Kayla Kee, Bridget <br />Tydings, Monika Graham and Haylah Wagoner. <br />Father Joseph Dionne from Saint James the Greater Catholic Church <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of November 15, 2010 <br />(Regular Meeting), November 16, 2010 (Ethics Training), December 6, 2010 <br />(Organizational Meeting), December 6, 2010 (Work Session) and December 20, <br />2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Supplemental Information: <br />(I -1) EDC - Quarterly Update for the Period of October - December, 2010 <br />• December 2010 Report <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) County Manager - Carolina Farm Stewardship Association - Cabarrus <br />County Awarded Institution of the Year <br />Roland McReynolds, Carolina Farm Stewardship Association (CFSA) <br />Executive Director, recognized the County as the recipient of the <br />"Institution of the Year" award for its commitment, innovation and impact <br />towards sustainable agriculture. He said Cabarrus County is a model for how <br />other counties in this state and throughout the southeast can help their <br />communities by helping local farmers produce the food people want to eat. <br />Vice Chairman Poole accepted the award on behalf of the Board. Debbie <br />Bost, Cooperative Extension Director and Aaron Newton, Food Policy Council <br />Coordinator were part of the recognition. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:40 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bishop Roland Jordon, resident of 134 Love Street SW in Concord, <br />expressed appreciation for the closure of schools on the Martin Luther King, <br />Jr. holiday and requested the annual adoption of a proclamation for Martin <br />Luther King, Jr. Day, Veteran's Day, Memorial Day and for Black History <br />Month. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />
