January 28, 2011 (Board Retreat) <br />Page 292 <br />The County Commissioners for Cabarrus County met in recessed session <br />for a planning retreat on Friday, January 28, 2011 at 4:15 p.m. at Camp T.N. <br />Spencer, Helms Hall, 3155 Foxford Road, in Concord, North Carolina. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Robert W. Carruth <br />Christopher A. Measmer <br />Absent - Commissioner: <br />Larry M. Burrage <br />Also present were: John Day, County Manager; Pam Dubois, Deputy County <br />Manager, Mike Downs, Deputy County Manager; Aimee Hawkins, Communications and <br />Outreach Manager and Kay Honeycutt, Clerk to the Board. John Cox with the <br />Cabarrus Regional Chamber of Commerce and Hugh Fisher of the Salisbury Post <br />were also present. <br />Call to Order <br />Chairman White called the meeting to order at 4:21 p.m. He announced <br />Commissioner Burrage is still recovering from knee surgery, but plans to be <br />present for tomorrow's meeting. <br />Identify and Discuss BOC Members' Issues and Expectations <br />Board members participated in a lengthy exercise facilitated by County <br />Manager Day to identify issues, expectations, specific outcomes, etc. related <br />to: <br />• Are there issues facing the county that need more attention? <br />• What are some particular outcomes you would like to see realized? <br />• Should changes be made to existing policies or programs? <br />• Are there issues, problems or opportunities that should be <br />researched and studied? <br />• What do you expect of fellow commissioners? <br />• Are lines of communication adequate? <br />• Are there adequate opportunities or forums for discussion of <br />matters facing the Board or the county? <br />• Do you need more information than you are being provided to make <br />informed decisions? <br />Issues /Problems <br />Chairman White submitted the following items as "Issues /Problems ": <br />• Development (subdivision) projects not moving forward or are <br />bankrupt <br />• Defunct development projects purchased for pennies on the dollar <br />-- development not up to previous developer's standards <br />• Areas of consolidation for government agencies <br />• Fill county boards and committees (Ex.: Nursing Home Community <br />Advisory Committee) <br />• Unsolicited telephone books delivered to homes (Identified as a <br />potential legislative item) <br />• Identify and address underutilized programs /services <br />• Lottery proceeds (funds used for other purposes) <br />• Open school facilities for more use by the public <br />• Unfunded mandates - Jails, Dept. of Social Services and Schools <br />(identified as a potential legislative item) <br />• Plan for increased gas prices - GSA and Schools <br />• Flooding created by upstream development <br />• Barber Scotia College - what can be done; site conducive to <br />education; possible use by other nonprofit agencies; library; <br />• NC Research Campus - Incubator Farm - Farmer's Market - are they <br />talking - working together <br />• Unemployment - goals to reduce unemployment by X percent over X <br />time <br />Vice Chairman Poole submitted the following items as "Issues /Problems ": <br />• Separate budget line item for school technology <br />• Transparencies of school budgets <br />• Need more information when agencies need money <br />
