March 7, 2011 (Work Session) Page 335 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 7, 2011 at 3:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Absent - Commissioner: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John D. Day, County Manager; Richard Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White announced that Commissioner Measmer is at the 2011 NACo <br />(National Association of Counties) Legislative Conference in Washington, D.C. <br />and that Commissioner Carruth is coming from Raleigh and will be a few <br />minutes late. <br />Commissioner Carruth arrived at 3:46 and was present for the remainder <br />of the meeting. <br />Call to Order <br />Chairman White called the meeting to order at 3:36 p.m. <br />Approval of Agenda <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as presented. By the <br />same vote, the Board approved the following items to be placed on the March <br />21, 2011 Agenda: <br />Consent Agenda <br />• Commerce - Adequate Public Facilities Mitigation Agreement for Forest <br />Park Crossing Apartment Project <br />• Commerce - HOME Consortium Participation Resolution <br />• Finance - Approval of Access / Utility Easement Agreement with the City <br />of Concord for H.E. Highlights of the report included: ECA's <br />mission is to strength families through educational support, leadership <br />development, community service and research based information from NC State <br />and NC A &T Universities; ECA is an extension and partnership between the <br />Family & Consumer Sciences program and Cooperative Extension - an outreach <br />that extends education to families and individuals in Cabarrus County; <br />
