April 18, 2011 (Regular Meeting) Page 374 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 18, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Cub Scout Pack 5 from Cold Springs Methodist Church conducted the Flag <br />Ceremony. Scouts participating were: Byron Pressley, Remi Johnson, Jaylee <br />Owens and Zane Owens. <br />Pastor Roger Byrd from Cabarrus Christian Fellowship delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the minutes of February 21, 2011 <br />(Regular Meeting) and March 7, 2011 (Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Removal - Closed Session: <br />(L -1) Closed Session - Location or Expansion of Industries <br />• Not Needed <br />Supplemental Information - Reports: <br />(I -1) EDC - Quarterly Update for the Period of January - March 2011 <br />• Addendum to Report - March Economic Overview <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Commerce (Soil and Water) - Annual Stewardship Week Proclamation <br />Johnathon Johnson, Cabarrus County Soil and Water Conservation District <br />Board member, presented an overview of the 2011 Soil and Water Stewardship <br />Week observance, with the theme "Forests for People - More Than You Can <br />Imagine." Chairman White read the proclamation for the viewing audience. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2011 -04 <br />Stewardship Week <br />2011 <br />P R O C L A M A T I O N <br />Whereas fertile soil and clean water provide us with our daily <br />sustenance, and <br />Whereas effective conservation practices have helped provide us a rich <br />standard of living, and <br />Whereas our security depends upon healthy soil and clean water, and <br />Whereas stewardship calls for each person to help conserve these <br />precious resources, <br />
