May 16, 2011 (Regular Meeting) <br />Page 418 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 16, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager and Kay Honeycutt, Clerk to the <br />Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Cub Scout Pack 5 from Cold Springs Methodist Church conducted the Flag <br />Ceremony. Scouts participating were: Byron Pressley, Remi Johnson and Jay <br />Owens. <br />Pastor Tim Yates from Eastside Baptist Church in Concord delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of March 21, 2011 <br />(Regular Meeting), April 4, 2011 (Work Session) and April 18, 2011 (Regular <br />Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Supplemental Information - Minutes: <br />(A -1) Approval or Correction of Minutes <br />® April 18, 2011 (Regular Meeting) <br />Supplemental Information - Old Business: <br />(E -1) County Manager - Resolution Authorizing Auction Sale of the Old Bethel <br />School Property - Update and Bid Award <br />® Letter of Support - Woodson University <br />Supplemental Information - New Business: <br />(G -2) Library - Literacy Council Agreement <br />® Revised Agreement <br />(G -3) Solid Waste - Cabarrus County Construction and Demolition Landfill - <br />Future Operations <br />® Map <br />Addition - New Business: <br />(G -6) BOC - Resolution Requesting Assistance with the Extension of Raging <br />Ridge Road <br />Addition - Appointments: <br />(H -5) Adult Care Home Community Advisory Committee <br />® Esther Turner <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:33 <br />p.m. He stated each speaker would be limited to three minutes. <br />Wayne McDonald, resident of 301 Arborfield Drive in Randleman, <br />presented information on the rehabilitation of the old Bethel School <br />Property, if the bid is awarded to Woodson University. He provided books on <br />prior rehab projects that highlighted maintaining the original character of a <br />
