June 20, 2011 (Regular Meeting) Page 467 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 20, 2011, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />H. Jay White, Sr. <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Robert W. Carruth <br />Christopher A. Measmer <br />Also present were John Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Boy Scout Troop and Pack 93 from Centergrove Lutheran Church conducted <br />the Flag Ceremony. Scouts participating were: Charlie Rymer, Daniel <br />Sobkowiak, Matthew Sobkowiak and John Llanio. <br />Chaplain Bernie Loos from the Cabarrus County Sheriff's Department <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of May 2, 2011 (Work <br />Session), May 16, 2011 (Regular Meeting) and May 24, 2011 (Recessed Meeting) <br />as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Addition - New Business: <br />(G -3) County Manager - Award of Bid to JD Goodrum Company, Inc. for Harvest <br />Facility - $847,000 <br />® Contract and Various Related Attachments <br />Supplemental Information - New Business: <br />(G -1) County Manager - Adoption of the FY 2012 Cabarrus County Budget & <br />Public Hearing - 6:30 p.m. <br />® Revised Capital Budget Ordinance <br />Supplemental Information - Consent: <br />(F -10) Parks Dept. - Adoption of an Ordinance Amending Chapter 50, Parks, of <br />the Cabarrus County Code of Ordinances <br />® Supporting Resolutions <br />® Cabarrus County Board of Health <br />® Healthy Cabarrus <br />Removal - Closed Session: <br />(L -1) Closed Session - Threatened or Pending Litigation & Location or, <br />Expansion of Industries <br />® Not needed. <br />Commissioner Carruth requested an addition to Recognitions and <br />Presentations: (C -4) Water and Sewer Authority of Cabarrus County - Award of <br />ISO 14001:2044 Certification. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Cooperative Extension - "Ordinary Women, Extraordinary Service" <br />Pam Outen, Cooperative Extension Agent, presented an overview of the <br />history of the North Carolina Family and Consumer Sciences (FCS) program. <br />She stated the FCS is celebrating its centennial this year which was kicked <br />off in Raleigh on May 25 She also recognized Pat Wickliff and Barbara <br />Looney, ECA (Extension and Community Association) members in attendance. <br />Copies of the book "Ordinary Women, Extraordinary Service" were presented to <br />
