September 19, 2011 (Regular Meeting) Page 589 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, September 19, 2011, at 6:30 p.m. Present - Chairman: Vice Chairman: Commissioners: H. Jay White, Sr. Elizabeth F. Poole Larry M. Burrage Robert W. Carruth Christopher A. Measmer Also present were John Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager and Kay Honeycutt, Clerk to the Board. Chairman White called the meeting to order at 6:30 p.m. The Fire Academy Honor Guard from Concord High School conducted the Flag Ceremony. Students participating were: Kyle Franklin, Captain; Zackarie McClure, Captain; Austin Riley, Lieutenant and Watch Commander; and Amber Cline, Honor Guard Captain. David Barlow, Concord Fire Academy Chief, expressed appreciation for the opportunity to present the colors and responded to questions from the Board about the program and its equipment. Cathy Newsome from Boger's Chapel United Methodist Church in Concord delivered the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer and unanimously carried, the Board approved the minutes of July 18, 2011 (Regular Meeting) , August 1, 2011 (Work Session) and August 15, 2011 (Regular Meeting) as written. APPROVAL OF THE AGENDA Chairman White reviewed the following changes to the Agenda: Addition - Recognitions and Presentations: (C -5) BOC - Proclamation Honoring the Life of James Roy Davis, Jr. 6 Proclamation Supplemental Information - Approval or Correction of Minutes: (A -1) Approval or Correction of Meeting Minutes ® August 15, 2011 (Regular Meeting) UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C -1) NCACC - Presentation of Resolution of Appreciation Todd McGee, North Carolina Association of County Commissioners ( NCACC) , presented a Resolution of Appreciation from the NCACC to Cabarrus County for hosting the 2011 NCACC Conference August 18th - 21 St On behalf of the Board, Commissioner Burrage accepted the resolution. RESOLUTION OF APPRECIATION WHEREAS, the 2011 Annual Conference of the North Carolina Association of County Commissioners provided valuable leadership training and educational opportunities for county officials, and; WHEREAS, the success of this 104 Annual Conference was the result of the efforts of many dedicated individuals and organizations, and; WHEREAS, our gratitude and appreciation should be expressed to those who worked so diligently on behalf of this Association;
