January 19, 2010 (Regular Meeting) Page 1766 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 19, 2010, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to <br />the Board and Cynthia Young, Deputy Clerk to the Board. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 5 from Cold Springs United Methodist Church in Concord <br />performed the Flag Ceremony. Scouts participating were: Brian Gilliland, <br />Justen Lloyd and Timothy Peineszi. <br />Commissioner Bob Carruth delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of December 7, 2009 <br />(Agenda Work Session), and December 21, 2009 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following change to the agenda: <br />Addition - New Business: <br />(G-3) BOC - Request for Funds to Accelerate Construction of Hickory Ridge <br />Middle School - $350,000 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(D) INFORMAL PUBLIC COM~NTS <br />None. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F-1) Commerce - Requested ROW and Road Maintenance Abandonment for a <br />Portion of Atando Road Cabarrus County, NC <br />Cabarrus County has experienced problems with unauthorized access at <br />the Elma C. Lomax Incubator Farm-Park. One solution to this problem is to <br />place a gate at the end of Atando at the boundary to the County property. In <br />order to do this, State road maintenance and right-of-way need to be <br />abandoned. <br />This area is intentionally left blank. <br />
