March 15, 2010 (Regular Meeting) Page 1841 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 15, 2010, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />Absent - Commissioner: Robert W. Carruth <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Commissioner Carruth was out of town on business. <br />Chairman White called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 83 from Rocky River Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating were: James Murphy, <br />Matthew May, Ian Jenkins and Matthew Files. <br />Reverend Randy L. Wall from Cold Springs United Methodist Church in <br />Concord delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of February 15, 2010 <br />(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda as presented. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) BOC - Proclamation Declaring April 2010 as National Donate Life Month <br />in Cabarrus Count <br />Debbie Gibbs, from LifeShare of the Carolinas, introduced Myra Crayton, <br />a Cabarrus County resident whose son was an organ donor. She also <br />acknowledged the attendance of CMC Northeast representatives and recipients <br />of organ donations that were in the viewing audience <br />Ms. Crayton presented a "Donate Life" flag to the Board along with <br />flower seed bookmarks to all attendees. She reported her son's donation <br />helped 100 recipients and expressed hope that those that see the flag flying <br />at the Governmental Center during the month of April will be inspired to <br />become life-saving donors. At the request of the Board, Ms. Gibbs reported <br />on how to become an organ donor. <br />Vice Chairman Poole recognized her niece, Angie Ridenhour, who was in <br />attendance and requested this topic be presented to the Board for <br />consideration. On behalf of the Board, Vice Chairman Poole read the <br />following proclamation and accepted the flag. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2010-01 <br />PROCLAMATION <br />NATIONAL DONATE LIFE MONTH <br />WHEREAS, LifeShare Of The Carolinas is focused on saving lives by <br />increasing participation in the North Carolina organ, eye and <br />tissue donor registry; and <br />WHEREAS, April is observed as National Donate Life Month with unwavering <br />support from the nation's donation and transplantation community; <br />and <br />
