May 3, 2010 (Work Session) Page 1905 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 3, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; and Kay Honeycutt, Clerk to the <br />Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:33 p.m. <br />Approval of Agenda <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the Agenda as presented. By the <br />same vote, the Board approved the following items to be placed on the May 17, <br />2010 Agenda: <br />Recognitions and Presentations <br />• Cooperative Extension - Presentation and Acceptance of the NC State <br />University Local Government Engagement Partnership Award <br />Consent Agenda <br />• Tax Administration - Refund and Release Report - April 2010 <br />• Commerce - Sewer and Water System Agreement - Pokeberry Trail <br />• Finance - Adoption of Administrative Budget Amendment ($750.00), <br />Utility Special Revenue Project Ordinance <br />• Finance - Budget Amendment - Close of Original 911 Emergency Telephone <br />System Fund (9,411,802.00) <br />Appointments to Boards and Committees <br />• Appointment - Food Policy Council <br />Reports <br />• Tourism Authority - Report on Cabarrus County Tourism Authority's 3ra <br />Quarter 2009/2010 Activities <br />• Request for Applications to County Boards /Committees <br />Closed Session <br />• BOC - A Closed Session is Needed to Discuss Threatened or Pending <br />Litigation and Personnel Matters <br />Fire Marshal's Office - Approval of Proposed Changes to the Odell, <br />Enochville, and Kannapolis Rural Fire Districts and Public Hearing on May 17, <br />2010 - 6:30 P.M. <br />Steve Langer, Fire Marshal, reported on the pending changes to the <br />Odell and Kannapolis Rural Fire Districts, including receipt of the contract <br />for fire protection services from the City of Kannapolis and a recent <br />inspection of the new fire stations by the State Fire Marshal's Office. He <br />advised that the initiative will be finalized once the Board holds a public <br />hearing and adopts an ordinance amending the Code of Ordinances. He further <br />advised that moving the written fire district boundary descriptions from <br />Article III of the Special Acts to Chapter 34, Fire Prevention & Protection, <br />will be beneficial to citizens and staff. <br />Commissioner Mynatt MOVED to place Approval of Proposed Changes to the <br />Odell, Enochville, and Kannapolis Rural Fire Districts on the May 17, 2010 <br />Agenda as a New Business item and scheduled a public hearing for 6:30 p.m. <br />Vice Chairman Poole seconded the motion. <br />Chairman White requested Mr. Langer to address continuation of service <br />and insurance tax rates at the regular meeting. <br />The MOTION unanimously carried. <br />
