May 25, 2010 (Recessed Meeting) <br />Page 1936 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session for a budget workshop in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, May 25, 2010, at <br />3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth Poole <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager, Kalesha Kennedy, Budget <br />and Performance Manager and Kay Honeycutt, Clerk to the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:30 p.m. <br />Appointments - Food Policy Council <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed the following citizens to the <br />Food Policy Council and authorized staff to determine the terms of <br />appointment administratively: <br />• Brent Barbee, a farmer <br />• David Bettendorf, a chef <br />• Trish Cramer, a Concord resident <br />• Audy Dover, a grocer and vintner <br />• Tina Farmer, a child nutrition director <br />• Dr. Linda Goodwin, a physician <br />• Gina Guthrie, a caterer and food preparation educator <br />• Ed Hosack, a nonprofit director and food bank administrator <br />• Chris Jones, a food distributor <br />• David Kataja, a Concord resident <br />• Philip McAuley, Farm Credit finance professional <br />• Colleen McDaniel, a landscape contractor and farmer <br />• Penelope Perkins - Veazie, a NC State University professor <br />Research Campus <br />• Dr. David Rhodes, a physician <br />• Dana Ritchie, a banker <br />• Bonnie Grace Silvers, a mental health professional and farmer <br />• David Soliday, a marketing and nutrition professional <br />• Kacy Suther Taylor, a Concord resident <br />• Chad VonCannon, a farmer <br />• Lisa Wacheldorf with the Piedmont Farmers Market <br />• Christy M. Wright, a dietitian and diabetes educator <br />• Alternates: Randy Fisher and Jane Henderson <br />at the NC <br />Introduction of Aaron Newton, Local Food System Project Coordinator <br />Chairman White introduced Aaron Newton, the newly hired Local Food <br />System Project Coordinator. Mr. Newton reviewed his qualifications and <br />responded to questions from the Board concerning the local food movement. A <br />discussion ensued. <br />Budget Message <br />John Day, County Manager, reviewed the budget message as follows: <br />Honorable Chairman and Members of the Board of Commissioners: <br />The Great Recession changed the world. According to a study <br />commissioned by the Asian Development Bank, $50 trillion of <br />global wealth vanished in 2008. Successful organizations around <br />the world have restructured and adapted to this new reality. <br />Cabarrus County government is among them. County staffing levels <br />were reduced, and other energy and money saving measures were <br />implemented. Continual review and improvement of operational <br />practices and new technologies will lead to even more efficiency <br />
